SUMMARY:

Counterpart International is seeking a Director of Finance for a 5-year, $10 million Leadership Development Program in Bangladesh. The program aims to promote community leaders and youth as change agents for democracy and development by promoting greater understanding of democratic practices and values and providing opportunities for community leaders and young people to engage in community development. With the support and under the supervision of the Chief of Party (COP), the Director will be responsible for all financial, accounting, grant-making, and compliance aspects of the program. S/he will also provide the COP with guidance on administrative and financial matters. The Director of Finance will be responsible for all aspects of financial project management as well as coordination of all financial and compliance activities.  The Director should have fluency and experience in the areas of: grant and compliance management, accountability, negotiations, auditing, as well as be an expert in USAID rules and regulations governing all aspects of financial and administrative management and oversight of programs.  Other key responsibilities for the Director of Finance position include the following:

 Duties and Responsibilities:

Finance

• Oversee the preparation of internal financial and budget reports, and keep records of and follow-up on all reports submitted by the field office to Counterpart HQ.
• Monitor budgets and inform management about their status; take judicious and timely decisions accordingly.
• Review and monitor internal control systems and procedures on a regular basis to ensure compliance, transparency and effective utilization of resources.
• Monitor cash and bank operations.
• Supervise and ensure timely submission of financial reporting to Counterpart HQ.
• In coordination with Counterpart HQ, ensure the submission of financial reports to the USAID.

Grants

• Supervise the Grants, Finance and Administration unit and ensure its effective and efficient operation.
• Ensure that the sub-grants to local CSOs and any other sub-grantees are implemented as per program objectives and USAID sub-grants regulations.
• Ensure thorough review of financial reports submitted by program sub-grantees.
• Ensure that Counterpart and USAID rules and regulations vis-à-vis grant management are properly followed and adhered to.

Administration

• Oversee day to day operations (including procurement) and personnel issues.
• Supervise the administration and procurement unit and ensure its efficient and effective operation.

REQUIREMENTS:

• BA Finance/Accounting or equivalent. CPA, MBA or Master’s in accounting, finance or other relevant field is preferred.
• 7 years experience working with international NGOs in management positions with Grants, Finance, Administration and Security functions, including at least 2 years working internationally, preferably in South East Asia.
• Experience with USAID funded programs/projects necessary, particularly experience with USAID grant regulations.
• Experience with Excel and QuickBooks. Experience using Microsoft Dynamics accounting products preferred.
• Experience in activities budget design.
• Excellent communication, problem-solving, teamwork and leadership skills.
• Understanding of the socio-cultural issues and nuances of working with community, civil society and government settings is highly desirable. 
• English fluency required.
