The Government of the Democratic Republic of Congo has obtained a grant from the International Development Association (IDA) of the World Bank Group to finance a Health Sector Rehabilitation Support Project (HSRSP – Project ID P088751) over the next four years, and intends to recruit the following consultants:
1. An HIV/AIDS specialist for a short term mission (up to two months) to support, in coordination with the Multi-Country AIDS Program (MAP) team, development and implementation of an HIV/AIDS essential health package at primary health center and district hospital level.
2. A firm for a long term mission (up to four years) to strengthen the management, administrative and technical skills of Provincial and District Health Officers to support the development of Health Zones in project areas.
3. A malaria specialist for a short term mission (up to two months) to advise on the malaria component of the project.
4. A drug procurement specialist for a long term mission (up to four years) to support the Federation of Centers for Purchase of Essential Drugs (FEDECAME).
5. A public finance specialist for a long term mission (up to four years) to strengthen the Ministry of Health budget process, including development, execution, reporting and transparency.
The Bureau Central de Coordination (BCECO) is now inviting interested firms and individuals to submit their EOIs for the above mentioned services.
Interested consultants are required to provide information on their qualifications such as brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Individual candidates must have at least a master degree and a minimum of five years relevant work experience. French is the working language.
Consultants will be selected in accordance with the procedures set out in the World Bank?s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
