Job Description

Sibley International specializes in international development consulting services for both emerging and established markets. Sibley International is looking for an ICT Policy and Regulatory Reform Advisor for an ICT Development Project in Tunisia, aimed at providing technical assistance on ICT sector development to enhance its role as a catalyst for accelerated private sector growth and job creation. The proposed assistance will focus on following three components essential for ICT development: 1) Increase ICT entrepreneurship and SME development and expand the role of the SME sector in driving ICT competitiveness and maximizing ICT-driven employment/export growth; 2) grow ICT workforce training and job placement in Tunisia and 3) reduce ICT sector policy and regulatory growth constraints in Tunisia.

The ICT Policy and Regulatory Reform Advisor will be primary responsible for Component 3; supporting ICT professional-association reform and advocacy; promoting ICT focused public-private dialogue; supporting policy and regulatory analysis and reform relevant for improving property and commercial rights and enhancing investment protections in the ICT sector. Preferred minimum qualifications:

  • 15 years of experience in experience in economic policy analysis, including ICT policy and regulatory reform;
  • Work in association policy advocacy programs;
  • 10 years of experience in developing countries preferred;
  • PhD in Economics or related field;
  • Excellent leadership and advocacy skills, excellent writing ability and strong cross-cultural interpersonal skill;
  • Fluency in Arabic/French preferred.
