Deputy Director Administration/Finance in Mali

World Education, an American non-governmental organization based in Boston, is seeking a Deputy Director for Administration/Finance to oversee finance and administration for a USAID/Mali funded project, N° 688-C-00-03-00070-00, headquartered in Bamako. The Deputy Director Admin/Finance reports to the Chief of Party and is responsible for sound financial and administrative management of the program, including compliance with USAID regulations for project procurement and ongoing activities. The project has six regional offices and a subgrant component of $3 million.

RESPONSIBILITIES

Ensures sound financial management of program, including oversight of cash flow and banking

Manages budget with Chief of Party

Monitors implementation of workplan activities and assists in creating appropriate reports for activity-level financial management

Submits monthly financial reports to World Education headquarters in Boston, MA

Reviews and approves all expense vouchers

Assures compliance with USAID regulations for project procurement and ongoing activities

Supervises financial aspects of grants management

Provides financial and administrative oversight to the regional offices

Serves as internal auditor for regional offices

Ensures smooth administrative services to project

Oversees management of human resource functions and logistics for international and local consultants

Oversees supervision of administrative and financial staff (accounting, drivers, etc.)

Ensures quality and efficiency of support services (contractual agreements such as guard service, cleaning service, vehicle maintenance)

Assumes other responsibilities deemed necessary by Chief of Party

QUALIFICATIONS

MBA or master’s degree in finance or related subject required

At least five year’s experience managing USAID grants and contracts, and subgrants, with USAID implementing partners

Experience with accounting software, preferably Quick Books

At least five year’s experience supervising staff

Excellent written and oral communication skills

Excellent contract negotiation skills and experience

Fluent French and English
