Assignment Title: Air Transportation Senior Advisor(s) – Air Navigation/Airport Expertise

Executing Agency: EBRD

Assignment Description: The EBRD intends to engage the services of one or two civil aviation specialist(s) to assist EBRD staff in ensuring that all technical and regulatory aspects related to a variety of air transportation initiatives being considered for EBRD financing are sound. Furthermore to provide the Bank with assistance with specific monitoring requirements of current Bank aviation investments.

Air Transportation projects currently in the pipeline include Bosnia and Herzegovina Air Traffic Management System, Armenia International Airport, various potential airport privatisations/concessions including airport projects in Bulgaria, Macedonia, Romania, Serbia and Montenegro; and targeted airline projects. Furthermore the Bank has a substantial portfolio of aviation projects where it requires assistance in monitoring implementation or transitional aspects (i.e. Ukraine ANS, Macedonia ANS, Serbia and Montenegro ANS, Montenegro Airports, Tajikistan ANS).

Consultations will also be held with airspace users including the International Civil Aviation Organisation (ICAO), Eurocontrol, the International Air Transport Association (IATA) and national air transportation authorities on matters relating to air transportation projects to, inter alia, ensure that air transportation regulatory authorities and users are fully aware of the initiatives being considered for Bank financing and have every opportunity to express their views.

Specifically, the expert(s) will support the Bank in:

-assessing feasibility of initial business proposals to allow further proceeding with project development;

-advising on regulatory matters;

-advising the Bank regarding terms of reference for institutional reform of the borrowers;

-reviewing tender evaluation reports, including those required for BOT type schemes;

-assisting the Bank in all communications, meetings and negotiations with borrowers in particular, but not exclusively, with respect to technical issues;

-assisting in the preparation of terms of reference for other consultants engaged by the Bank to carry out studies related to the projects;

-assisting in monitoring technical aspects of project implementation and other issues.

- providing broad technical review of proposed projects, including (i) project capital and operating costs, (ii) all economic, financial and organisational aspects of projects including traffic and revenue forecasts, pricing structure and revenue collection mechanisms, (iii) specific civil aviation matters (such as technical integration, international standards and procedures, safety considerations, etc.); and (iv) prequalification and tender documentation, including those required for BOT type schemes;.

Planned Start Date and Duration: 1 October 2005 for 2 years only.

Maximum Budget available for the Assignment: EUR 199,; exclusive of VAT.

The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank?s special status as an IFI and state this to the Bank in their response to Notification of Assignment. To the extent that a consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is anticipated that the assignment will be funded by the Government of Germany

Eligibility: Firms must be registered in the Federal Republic of Germany. Experts must be citizens of the Federal Republic of Germany or employees of consulting firms registered in the Federal Republic of Germany.

Consultants should note that consultants engaged by the Bank for these services will not be eligible for contracts for EBRD clients on EBRD projects in the air transportation sector.

Consultant Profile: Individual services are required. Firms may submit CV(s) of qualified experts however only the qualifications and experience of the expert(s) will be evaluated. The same expert might be selected to provide both ANS and airport expertise (if he or she is ranked first for both positions).

One expert will have relevant technical background and experience in Air Navigation Services (ANS) and one expert will have relevant technical background and experience in airports.

The expert(s) will demonstrate: in-depth knowledge of the aviation industry and experience in working with users and international civil aviation bodies; experience in similar assignments, especially in the EBRD?s countries of operation.
