Sr. Contracts Administrator

The American Institutes for Research (AIR), a highly regarded research and development organization, is seeking a Sr. Contracts Administrator for its Corporate Business Office in Washington, DC. The Sr. Contracts Administrator will provide full cycle contract and cooperative agreement award administration.

The Sr. Contracts Administrator will be responsible for drafting contract and grant awards, including special award conditions, negotiation memos leading up to award and assist in the negotiation of contract/grants awards, reviewing and advising on proposed budgets to ensure compliance with all federal requirements. The responsibilities will also include administering grants and contracts (amendments, processing waivers, Task Orders, etc), managing subcontracts and sub-awards, ensuring compliance with award terms and conditions. The Sr. Contracts Administrator will track changes to and interpret relevant USAID, USDOL, World Bank and State Department regulations as they pertain to International Development contracts, cooperative agreements, grants and programs, provide support, guidance and coordination for International Development program staff, including during grant application process. Responsibilities will also include assisting with field office and contract/project close out and maintaining award-related files.

Interested candidates should possess the following qualifications: Bachelor’s degree, preferably in a business-related field; minimum 6-8 years experience in federal government contracts or grant administration working with CR, CPFF, T&M, FP, IDIQ and GSA vehicles; strong knowledge of US Government contracting regulations and policies, including experience and training in federal compliance rules, regulations and standards associated with federal funds and non-profit accounting (A-110, A-122, A-133 and 22CFR226); and knowledge of FAR, AIDAR, federal travel regulations, OMB circulars, and USAID and State Department regulations regarding overseas allowances.

Candidates should also have experience with proposals and budgets, proficiency with office software, including MS Word and Excel, strong written and verbal communication skills and proven organizational skills, and a capacity to handle multiple tasks under tight deadlines. Qualified candidates should demonstrate the ability to work independently, assess priorities and manage a variety of activities with attention to detail, interact professionally with diverse staff and applicants. Prior experience with international non-profit organizations and experience mitigating risk of overseas project activities are a plus.
