Job Description

CARE has identified a number of particularly vulnerable groups in Northern Somalia. One of the categories of vulnerable groups are urban poor. This is an increasingly large group of people, due to drought, conflict and marginalization. The aim of this program will be to work with these urban poor to address underlying causes of poverty, vulnerability and marginalization that affect them. CARE is going through a series of studies that will aim to further ‘break down’ this group in specific sub-sets and identify particular causes of poverty for each of them; and on the basis of that analysis further develop our program strategies for working with these groups. At present the focus of much of the work with urban poor is on livelihoods and water and sanitation and emphasizes work with youth and women. CARE is seeking an experience program manager to take on the day-to-day leadership of the program, working closely with the Assistant Country Director Program and the Program Quality Unit on program design, evaluation, monitoring and learning. The position will be directly responsible for grant management, staff oversight, and liaison with partners, donors, government and other stakeholders who are key to the results of the program. The program will address the needs of urban poor and will be designed around a theory of change that is based on continuing assessments, studies of the underlying causes of poverty and learning from existing interventions. The program will work closely with CARE’s strategic partners and other local NGOs, community groups/associations, local elders, women organizations, local government, research institutes and private sector - in recognition of the fact that addressing the underlying causes of exclusion and marginalization will need the involvement of all these stakeholders. Principal Responsibilities: · Program assessment, design, monitoring & learning · Develop and maintain partnerships · Staff Management · Contract Management and Donor Liaison · Program Coordination · Perform other duties as assigned Required: · At least 7 years experience working in conflict/post conflict context, with preferred work experience in Somalia · At least 4 years experience in a program management setting · At least 2 years experience in urban programming, livelihoods and/or urban planning. · Demonstrated experience in development and recovery programming · Demonstrated experience in program assessments, problem analysis and program design · Experience with USAID and EC reporting, budgeting, procurement, and project management procedures · Team player, who is able to develop strong collaborative relations across the organization, in both the program and program support departments · Proven capacity of managing programs through partnerships · Strong gender and conflict analysis skills, and the ability to articulate and design programs using a rights based approach · Preferably the incumbent also has a strong grasp of CAREs Unifying Framework for understanding the underlying causes of poverty and vulnerability · Proven budgeting and financial management skills · Ability to develop and articulate program ideas related to Peacebuilding, governance and civil society · Demonstrated ability to motivate and coach field staff · Ability to work and live under difficult conditions. Location: Hargeisa, Somaliland or Garowe, Puntland Expected Start Date: October 2010 Expected Travel Percentage: 40% Language Requirement: Somali language skills would be highly desirable
