Scope of Work
Review of National Policy and Fiscal Frameworks
Analyze key national policies and frameworks, including:
National Adaptation Plan
Nationally Determined Contributions
Bangladesh Climate Change Strategy and Action Plan
Climate Fiscal Framework
Annual Climate Budget Reports
Delta Plan
Establish a comprehensive policy context for climate finance planning.
Assessment of Climate Finance Flows
Collect and analyze data on climate finance flows from public and private, domestic and international sources.
Include national budget allocations and off-budget support.
Gap Analysis and Priority Setting
Build on existing climate finance gap assessments.
Identify priority sectors and thematic areas for mobilizing resources and investment.
Ensure alignment with national and international climate strategies.
Mapping of Financing Modalities
Assess public financing options including national budget allocations, bilateral and multilateral funds (e.g., GCF, GEF, AF, MAF), and readiness support.
Evaluate private sector financing mechanisms such as PPPs, insurance and risk transfer instruments, green bonds, and concessional finance.
Explore innovative sources such as philanthropy, carbon markets, and debt-for-nature swaps.
Institutional Engagement and Coordination
Facilitate structured consultations with key ministries, including the Ministry of Finance (Finance Division and ERD), Ministry of Planning, and Ministry of Environment, Forest and Climate Change.
Ensure alignment with national planning and budgeting processes.
Coordinate with UNDP’s national and international climate finance experts and other country offices to collate insights on the strategy.
Stakeholder Consultations
Lead inclusive consultations with stakeholders, including:
Government agencies
UN entities
DFIs and development partners
NGOs and civil society
Private sector, academia, and think tanks
Ensure broad-based ownership and input.
Private Sector Mobilization Strategy
Identify opportunities and challenges in mobilizing private investment.
Leverage public finance instruments and policy incentives.
Contribute to both the Climate Finance Strategy and the updated Climate Fiscal Framework.
Drafting of the Climate Finance Strategy
Prepare a comprehensive strategy document that:
Aligns with national priorities and international obligations.
Proposes institutional arrangements and governance reforms.
Outlines sector-specific financing pathways and implementation mechanisms.
Review and Validation
Present the draft strategy to the Finance Division and UNDP for feedback.
Organize validation workshops with relevant stakeholders to ensure a whole-of-government approach and incorporate feedback.
Operational Planning
In collaboration with the Technical Advisory Committee, Finance Division, and UNDP, develop an Operational Plan detailing:
Implementation timelines
Institutional roles
Coordination mechanisms
Capacity Building
Support the Finance Division and UNDP in conducting orientation sessions for government officials.
Ensure effective implementation of the Climate Finance Strategy and Operational Plan.
Qualifications of the Successful Consultant
Education
Minimum Master’s degree in Business/Finance, Economics, Public Policy, Development Finance, Sustainable Finance, Climate Change, Sustainable Development, or a related field.
Professional Experience
At least seven (7) years of experience in public financial management and climate mainstreaming into national planning and budgeting processes.
Experience in formulating at least one (1) national-level strategy or policy related to climate change, climate finance, or sustainable finance.
Minimum of three (3) years’ experience in public financing policy for sustainable development.
Demonstrated understanding of the political, legal, and institutional context for climate financing in Bangladesh or a similar economy (an advantage).
Language Requirements
Excellent report-writing and communication skills in English.
