We use evidence-based interventions to attain public health impact through scaling up services that prevent or treat the most common diseases or conditions.

Title: HIV/AIDS/TB Technical Director

Overall Responsibilities
Under the supervision of and in collaboration with the SDSH Project Deputy Director for Technical Services and in collaboration with the SDSH Technical team, the HIV/AIDS/TB Technical Director will perform the following responsibilities:
- 1) Lead the SDSH technical team to provide technical assistance to all sites (clinical and community-level) supported by the project to offer a complete HIV/AIDS prevention, care and treatment package, including VCT, PMTCT (including pediatric AIDS), HAART/ARV, OI, TB/HIV co-infection, palliative care, OVC support, etc.
- 2) Liaise with USAID, other USG-supported HIV/AIDS Projects, other donor Projects, the Haitian Ministry of Public Health (MSPP) and any other pertinent institutional entities working in the area of HIV/AIDS in Haiti to assure coordination, collaboration and effective and efficient use of SDSH HIV/AIDS and TB resources in complementarity to other inputs for SDSH-supported sites.
- 3) Participate in the development and/or identification of innovative strategies to improve the overall quality of services available to HIV and at-risk populations within SDSH target populations and to rapidly escalate coverage of, access to and use of essential HIV/AIDS and TB services.
- 4) Develop and implement strategies to promote transfer of essential HIV/AIDS related program management, operational and technical skills to local resources within the MSPP and collaborating local NGO and private sector organizations.
- 5) Develop and implement strategies to develop a smooth continuum of care for HIV patients and persons at risk, including strengthening of the two-way integration of HIV/AIDS/TB activities with Maternal and Child Health, Family Planning, Obstetrical services and neonatal health, nutritional services and other pertinent components of primary care, including community-based activities.
- 6) Stay abreast of and make available to colleagues within the SDSH Project, the MSPP and other local partners new developments, guidelines and approaches to HIV prevention, care and treatment. Work closely with the MSPP, USAID and other donors to integrate evolving international guidelines into MSPP protocols and standards.
Specific Responsibilities include:
Working closely with other members of the SDSH technical team:
- 1) Collaborate with SCMS and USAID to assure availability of drugs and commodities at sites.
- 2) Collaborate with CDC to strengthen the laboratory component.
- 3) Identify specific follow-up training needs for clinical staff, MSPP Departmental staff and SDSH supervisory personnel and organize and participate in the provision of refresher courses, on-site follow-up and technical assistance to service providers to strengthen essential skills, including VCT, ARV (administration, patient follow-up, and understanding of co-morbidities, potential resistances and toxicities), PMTCT, palliative care, etc.
- 4) Develop innovative approaches to destigmatize, demedicalize and improve the care and treatment of HIV+ patients.
- 5) Provide technical assistance to all health managers and providers to reinforce service organization for HIV/AIDS patients based on client specific needs.
- 6) Assist in the development of user-friendly technical guidelines, protocols and other documents aimed at improving performance of service providers, community health agents and others implicated in the prevention, care and treatment of HIV/AIDS.
- 7) Participate in the preparation of project reports (weekly bullets, quarterly and semi-annual reports) for the areas covered by the scope of work.
- 8) Prepare quarterly operational work plans for the improvement of clinical services.
- 9) Participate in the design of HIV strategies and draft work plans for years 4 and 5 of the SDSH Project.
Qualifications:
- 1) Medical Doctor with at least 10 years experience in HIV/AIDS/TB care, treatment and prevention;
- 2) MPH a plus;
- 3) At least 5 years experience designing and implementing HIV/AIDS/TB programs, facility and community-based
- 4) At least 10 years experience working in a developing country context;
- 5) Experience coordinating with Ministries of Health, other donors, NGOs and USAID;
- 6) Solid speaking and writing ability in English and French; Haitian Creole a plus;
- 7) Ability to analyze health statistics and draw conclusions regarding programmatic priorities
- 8) Ability to prepare program reports and other project-related documents in English.
