Job Description

**Responsibilities** Within the limits of delegated authority, the Training Officer, Integrated Training Service (ITS) Training Delivery Section (TDS) will be responsible for the following duties: Coordinates and manages the approved DPKO training delivery programme for civilian, military and police staff training for field missions at UNLB and other external locations through the allocation of staff and resources to ensure the effective and timely delivery of all training activities; Manages the ITS TDS budget and prepares the budget estimates and forecasts and performance reports input to the consolidated ITS budget submissions and to those of the UNLB operation as they apply to the ITS TDS operations in Brindisi; Monitors and reports on all training resources expended in each program; Manages the TDS personnel and office administration; Can be called upon to represent the chiefs of ITS, and or, TDS at workshops and seminars; In coordination with the UNLB Security Officer oversees security of the TDS office and staff; Coordinates and manages regular pre-deployment training for newly recruited civilian staff prior to deployment to their designated field mission and the delivery of UN standardized generic peacekeeping training for all field mission staff, mission leadership, military observers and staff officers and contingent members, police officers and where required formed police units, including training for mission start-up, mission specific pre-deployment, Integrated Mission Training Centre and mission exercises; When necessary, conducts and evaluates training-of-trainer programmes for mission personnel in areas that include adult learning principles, facilitation and training skills in generic mission topics. Subjects might include; Prevention of sexual exploitation and abuse, gender mainstreaming, standards of conduct, working with diversity, and the UN electronic performance appraisal system (e-PAS) and performance management; Ensures the TDS staff constantly amend and maintain existing training material as a result of approved doctrinal developments in peacekeeping best practice and as a result of approved evaluation findings; Ensures the conduct of ‘reaction’ and ‘knowledge transfer’ evaluation of training being delivered according to the DPKO Training Framework; Prepares RFPs and evaluates tenders for training courses purchased from industry; Liaises with DPKO HQ and mission leadership and training staff of UN missions to implement and facilitate the approved ITS training programme; Other duties as required; Work implies frequent interaction with; field mission staff, UN civilian, military and police personnel at all levels, staff within ITS, training and development staff in DPKO HQ and other UN agencies funds and programmes, and with civilian, military and police personnel from Member State Permanent Missions and training and education institutions. **Competencies** Professionalism – Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations; ability to establish and maintain effective working relationships as both a team member and a team leader under stressful work conditions. Teamwork – Excellent interpersonal skills and ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic and multi disciplinary (civilian, police, military) environment with sensitivity to respect for gender and diversity. Communication – Proven ability to write and speak concisely and clearly and communicate effectively; ability to prepare reports and conduct presentations on key issues by formulating positions, articulating options concisely, and making and defending recommendations. Client Orientation – Ability to identify clients’ needs and develop appropriate solutions; ability to establish and maintain productive partnerships with clients. **QUALIFICATIONS** Education Advanced university degree (Master’s degree or equivalent), preferably in training and development, management, public or business administration, or a related discipline such as education or social science. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. Work Experience At least 7 years of progressive responsible experience in training and development, human resources, adult learning, or related discipline. At least four years experience in team leadership positions, and experience in working in a multicultural and/or international work environment are essential. DPKO Peacekeeping field mission experience is also essential. Languages Fluency in spoken and written English or French; knowledge of the local language is preferred.
