PSI/Haiti seeks candidates for a position as Operations and Logistics Technical Advisor in Haiti to assist with the response to the recent earthquake and resulting humanitarian crisis. This position would initially be for a 6-month period with the possibility of extension.

PSI/Haiti is a dynamic platform implementing social marketing and behavior change communications programs in HIV/AIDS prevention and care, Malaria prevention and control, Family Planning and Reproductive Health, Child Survival (Safe Water and Diarrhea treatment) and Blood Transfusion Safety. PSI/Haiti is an, 80+ employee platform with existing projects from USAID, CDC, KfW, Dutch Government and the Global Fund.

Strong operational support is central to PSI/Haiti's response to the humanitarian crisis provoked by the earthquake and resumption of longer term social marketing activities as the country re-builds. Logistics have become exceptionally challenging in the wake of the earthquake and skilled assistance is critical to meet the exceptionally high demand for logistics and operations support for PSI as well as partner relief operations and planned intensive preventive health activities .

This position is responsible for ensuring logistics and operations procedures are followed for all activities, reinforcing the capacity of PSI/Haiti's local logistics and operations team, and liaising with all relevant actors along the supply chain to ensure smooth movement of critical goods.

This Port-au-Prince-based position reports to the Country Representative and with frequent travel to the Dominican Republic as required for logistics coordination.

RESPONSIBILITIES:

The person will be responsible for oversight of all PSI's Operations and Logistics operations in Haiti including vehicle fleet management, coordination of operations and logistics associated with PSI's office compound in Haiti, complete supply chain management and oversight of local operations and logistics staff.

Specific duties include:

  • Direct engagement with vendors of PSI products and organizations donating goods
  • Arrangement of appropriate transport into Haiti for all products and donated goods
  • Receipt and storage of goods according to international standards
  • Inventory control including routine spot checks and generation of inventory reports
  • Warehouse management including engagement of manual labor, supervision of security arrangements, oversight of warehouse staff
  • Coordination with UN and USAID logistics clusters and logistics focal points in both Haiti and the Dominican Republic
  • Oversight of PSI/Haiti's local logistics team and training as required to ensure full comprehension of roles, responsibilities and procedures
  • Coordination of logistics associated with PSI's headquarters compound in Port au Prince including oversight of building repairs, generator maintenance, security arrangements, etc.
  • Assist the Country Representative and senior staff with other duties as necessary.

QUALIFICATIONS:

•· Minimum of 5 years relevant experience in similar-sized organization;

  • In-depth knowledge/expertise in procurement/logistics.
  • Experience with local staff capacity building, in particular with internal policies and procedures;
  • Experience managing others in a foreign country context preferred;
  • Excellent communication skills
  • Knowledge of social marketing,
  • Demonstrated developing country work experience;
  • Fluency in English and French.
