Scope of Work - Real Warriors Campaign Support

Project Overview
We are seeking a Public Health Subject Matter Expert (SME) consultant to provide specialized support to the Real Warriors Campaign’s behavioral health mission on a part-time basis. This consulting engagement involves contributing to the public health strategy at 50% level of effort (LOE), ensuring content and outreach activities are grounded in evidence-based practice, psychological health principles, and the lived experience of military communities.

Level of Effort: 50% (approximately 20 hours per week)
Security Requirements: Must obtain and maintain Public Trust clearance

Scope of Services
Core Responsibilities (50% LOE)

  • Subject Matter Expertise: Serve as lead consultant on psychological health, stigma reduction around seeking mental health assistance, and behavior change initiatives that increase utilization of available mental health resources
  • Strategic Advisory Services: Provide expert guidance on campaign messaging, content development, and public health best practices for military and veteran populations
  • Stakeholder Engagement Support: Participate in partnership activities with Military Service Organizations, Veteran Service Organizations, and other relevant agencies as needed
  • Assessment and Integration: Support targeted needs assessments and advise on how to integrate findings into outreach strategies and campaign development initiatives
  • Content Review and Validation: Review communications materials to ensure public health accuracy, evidence-based messaging, and cultural relevance to military communities
  • Monitoring and Reporting: Participate in outreach planning, performance monitoring, and reporting activities as they relate to public health outcomes
  • Additional Services: Provide other relevant consulting services as assigned and within consultant’s qualifications and expertise

Required Qualifications
Minimum Requirements

  • Education: Graduate degree (Master’s) in Public Health, Health Communication, Social/Behavioral Sciences, or related field
  • Experience: Minimum 10 years of professional experience, including at least 3 years conducting public health outreach and education
  • Specialized Knowledge: Deep expertise in psychological health promotion, stigma reduction, and suicide prevention
  • Communication Skills: Strong writing and analytical capabilities; demonstrated ability to translate scientific data into clear, public-facing messaging
  • Target Population Experience: Proven experience developing content and interventions for military or veteran populations
  • Security Clearance: Ability to obtain and maintain Public Trust clearance

Preferred Qualifications

  • Advanced Education: Doctoral degree (PhD or DrPH) in relevant public health or behavioral science field
  • Interagency Experience: Demonstrated experience coordinating across federal agencies and diverse stakeholder groups
  • Campaign Experience: Prior experience supporting DoD campaigns or interagency health communication efforts

Deliverables and Performance Expectations

  • Strategic recommendations and expert guidance delivered through regular consultation sessions
  • Written assessments, reviews, and recommendations as specified in task orders
  • Participation in stakeholder meetings and collaborative planning sessions
  • Quality assurance reviews of campaign materials and messaging
  • Performance monitoring insights and recommendations for campaign optimization

Contract Terms
This consulting engagement is contingent on contract award by the client. The consultant will work collaboratively with the Bixal team while maintaining the flexibility inherent in a 50% LOE arrangement. All work will be performed in alignment with evidence-based public health practices and the Real Warriors Campaign’s mission to support military and veteran behavioral health.
