Overview:
The American Institutes for Research (AIR) is currently looking for a Sr. Project Manager to support The Haiti PHARE project in Haiti. The Haiti PHARE project requires transparent dialogue among the core project personnel- Chief of Party, Project Manager, Project Associate-to fully establish delegation of responsibilities. This position reports directly to the Regional Director for Latin America and the Caribbean.
Responsibilities:
The Senior Project Manager will provide the necessary managerial oversight to facilitate project success, acting as liaison between the Home Office and the Field Office's Director (i.e., Chief of Party or COP, Deputy Chief of Party). S/he will also oversee the execution of the project agreement; provide assistance in terms of making sure appropriate technical resources are made available in a timely and quality ensured manner; ensure compliance with AIR and client policies; monitor field office expenditures; monitor and approve home office expenditures. Additionally, the Senior Project Maanger is the Field Office project director's first point of contact in the Home Office, ensures that Corporate interests are met while keeping a focus on local project needs and requirements, and is expected to participate in business development activities such as proposal writing, attending recruiting/networking events, etc.
The following responsibilities may not be entirely inclusive. Other responsibilities may be specific to the needs and demands of the project and may be added as it is being implemented and managed.
- Work closely with the COP in communicating with client (i.e. funding agency).
- In partnership with COP, collaborate and work with US-based key representatives from partnering organizations, if applicable, to establish and maintain rules of communication and operation
- Assist COP in building relationships with all stakeholders (i.e., partners, key staff, funding agency and Ministry of Education) and managing project targets
- Communicate/share difficulties, conflicts and obstacles to meeting planned expectations to the Regional Director or AIR supervisor and find solutions to issues
- Establish working relationship with both HR and CBO teams at AIR to establish terms of operation and specific roles and responsibilities according to project needs and monitor adherence to procedures and regulations
- Establish working relationship with HR team to recruit and hire key project staff
- Assist COP or DCOP as appropriate in ensuring AIR policies and procedures are in place and properly understood by all staff (expatriates and CCNs); provide appropriate resources for monitoring and training (i.e., contracts team, HR team, etc.)
- Collaborate with CBO team to establish financial tracking systems
- Respond to field office request for assistance by providing/allocating adequate resources (i.e., technical, contract, HR, finance, etc.)
- Assist COP and communication specialist, as appropriate or needed, in establishing, implementing and monitoring a project communication strategy
- Provide quality assurance throughout the life of the project: closely works with COP and respective experts, and assists with quality assurance (i.e., format, grammar, content, etc.) of technical reports, work plans, deliverables, etc., submitted on behalf of the project, as per AIR and USAID standards
- Manage home office support team whose configuration is determined by the approved budget or project needs - Project Assistant, Project Associate, Technical Advisors, Financial Manager, or others as needed
- Facilitate communications as appropriate among all involved (i.e., COP, client, HO) regarding all changes in scope of work; monitor changes and provide consultation as needed
- Communicate and propose implementation adjustments (budget, deliverables, scope of work, contracts, etc.) to the client
- Work with COP and AIR support teams, to design and implement close-out plan at the completion of the project
- As needed or appropriate, ensure personnel appraisal system is in place; monitor implementation and completion of CCN's performance appraisals
- Other responsibilities as per project requirements
Qualifications:
- An advanced degree, Ph. D. or equivalent in Education or related field of international development studies is preferred. Candidates with relevant experience and a master's degree may be considered.
- Experience in teacher professional development, curriculum design, content standards, teaching, instructional materials, evaluation, and other related areas;
- Seven to ten years of hands-on experience working in developing countries;
- USAID-related or other international development experience;
- Proven experience in project planning
- Goal oriented, action-focused, practical and self-disciplined
- Extremely organized, comfortable with multi-tasking, detail-oriented
- Strong verbal and written communication skills
- Self-motivated, team player with the ability to delegate
- Written and spoken French language skills
