Job Description

Background:

Social Impact (SI) is a Washington, DC-area international development management consulting firm. We provide a full range of innovative program evaluation, management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth. SI is currently seeking a contract recruiter for approximately six months.

Objective:

The Recruiter will be responsible for identifying and contacting technical experts for specialized assignments, using SI’s consultant database, candidate mining techniques, networking and advertising. The Recruiter may also assist in new business development from capture planning and bid tracking to proposal development, personnel identification, submission and follow-up.

Responsibilities:

  • Support the development process for proposals (e.g., RFPs, RFAs, IQCs and Task Orders)
  • Conduct preliminary consultant assessment and working with project/proposal staff to finalize selections
  • Develop and post advertisements for positions and manage responses
  • Conduct and document in-depth reference checks
  • Draft personnel and past performance sections of proposals and will prepare personnel-related annexes, including resumes and matrices
  • Serve as a point of communication with identified personnel and partners
  • Help coordinate and ensure compliance with such elements as formats, timelines, biodatas and submission requirements
  • Provide input and continual process improvement suggestions to SI’s recruitment systems

Qualifications:

  • Undergraduate degree required with 3-4 years recruiting experience;
  • Graduate degree in relevant international development discipline strongly preferred;
  • Strong communication, networking, interviewing and interpersonal skills; professional phone manner and ability to handle cold calling assignments;
  • Ability to take initiative, pay attention to detail, and learn business practices and processes;
  • Very strong oral and written communication skills;
  • Solid writing and synthesizing capability ;
  • Ability and flexibility to work independently and with teams in a fast-paced deadline-driven environment;
  • Good computer skills: word processing, database management, and spreadsheets;
  • Knowledge of USAID and other donor agencies preferred;
  • Foreign language skills (Spanish, French) desirable;
  • Strongly prefer candidate with some developing country international experience.

Pay:

Pay will be commensurate with the candidate’s capabilities and experience.
