Mendez England and Associates (ME&A) is recruiting a Senior Evaluation Specialist to provide technical oversight on the design and rigor of evaluations and population based surveys (PBSs) being undertaken through the Feed the Future Global Program Evaluation for Effectiveness and Learning (PEEL). The aim of these evaluations and PBSs is to demonstrate the impact and effectiveness to date of the U.S. Government’s Global Hunger and Food Security Initiative, Feed the Future, and to determine how program impact can be maximized in the future.
The Senior Evaluation Specialist will be responsible for managing and coordinating the technical development of evaluations and evaluation approaches. The individual should have a graduate degree, preferably a PhD, in a related discipline, and at least 10 years of experience managing and conducting impact evaluations, including some experience with USG activities. S/he should have extensive knowledge of and experience with performance evaluations and with experimental and quasi-experimental impact evaluation methods, and expertise in both qualitative and quantitative data collection and analysis. Knowledge of PBSs is preferred. The individual should possess broad and substantial expertise in one or more of the following technical areas that are critical to evaluations. Critical technical areas include: nutrition-specific/-sensitive agricultural programming (especially for children and pregnant women), climate-smart agriculture, private sector engagement, and agricultural value chain development.
The position is full time and reports to the PEEL Chief of Party. The position is based in Washington, DC. Salary will start at $175,000. Some international travel may be required.
