Organizational Setting
The Department of Safeguards is the organizational hub for the IAEA’s safeguards work. The IAEA inspects nuclear and related facilities under safeguards agreements with more than 140 States. There are three Operations Divisions, A, B and C, for the implementation of verification activities. While each Division covers different countries, all three have equal status, functions and responsibilities for applying safeguards. Nuclear safeguards inspectors are assigned to these Divisions to carry out assigned verification activities in support of the Agency’s safeguards system. There are two regional offices, which are located in Tokyo and Toronto. Inspectors may be stationed at Headquarters or any of the regional offices, as required.
Safeguards inspection activities are divided into activities in the field and at Headquarters. The time at Headquarters is used to complete, prepare for and follow up on activities in the field, assisting in the quality control of inspection reports and statements, and in the evaluation of additional protocol declarations, as well as to perform a variety of additional functions, including the preparation of procedures, review of design information questionnaires, drafting of Subsidiary Arrangements, contributing to State evaluation reports and providing operational support.
The Safeguards Inspector (IT Specialist) is part of a team of 23 inspectors and 4 support staff. The safeguards working environment is collaborative, and priority is given to the classified nature of the information being managed.
Main purpose
The Safeguards Inspector (IT Specialist) is a member of a team reporting to the Section Head of the Tokyo Regional Office and is responsible for the implementation of application software and the maintenance of purpose-specific safeguards software installed at large nuclear facilities, the associated hardware and the local and wide area networking infrastructure at the IAEA’s Tokyo Regional Office.
The job involves extensive travel in the field.
Role
The Safeguards Inspector (IT Specialist) is a substantive contributor, implementing safeguards application software, maintaining the purpose-specific facility-located IT infrastructure and supporting the local and remote networks for the Tokyo Regional Office.
All safeguards inspectors are subject to the approval of the Board of Governors and acceptance of the designation by relevant countries.
Partnerships
The Safeguards Inspector (IT Specialist) works closely with the Division of Technical Support and the Division of Information Management, according to approved work processes, ensuring that relevant technical, architectural, performance, and security standards are adhered to. The Safeguards Inspector (IT Specialist) participates with these Divisions in maintaining the IT infrastructure (software, hardware and networking) at the Tokyo Regional Office and at large nuclear facilities. The Safeguards Inspector (IT Specialist) also provides expert assistance to the inspectors in any matter related to application software and computer hardware.

Remuneration
The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $51 395 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $28 935*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks’ annual leave, home leave, pension plan and health insurance.
