The DWHH is looking for a highly qualified foreign specialist with long years of experience in development cooperation work and/or emergency aid for its team in Afghanistan if possible to begin working immediately. If you are willing to devote a considerable amount of energy to carrying out projects under sometimes difficult conditions and meet the prerequisites stated below, we would be pleased to receive an application from you for the position of **Regional Safety Advisor – Afghanistan NGO Safety Office (ANSO)** ANSO is a project to promote security awareness and appropriate security behavior amongst independent local and international (humanitarian and development) Non Governmental Organizations in Afghanistan. ANSO works country wide through five Regional Offices based in Jalalabad, Herat, Kandahar, Mazar-I-Sharif and Kabul. ANSO is operational since 2002 and is widely regarded as an important support to NGO Security Management. The position will terminate in June 2008. **The tasks of the project manager include:** - Acting as the regional security focal point and security advisor to the NGO community - Providing credible information and contextual analysis of the local and regional security situation along with appropriate advising clients participating with the ANSO information network - Facilitating the provision of security intervention for NGOs, maintaining an expert dialogue between actors such as UN agencies and local, national as well as international security actors - Providing security training for the aid community in security/safety related subjects - Providing training for ANSO national staff - Providing evaluation reports on ANSO national staff - Facilitating regional NGO security coordination by presenting incident reporting, incident mapping and incident analysis functions to the regional NGO community and ANSO Headquarters; - Promoting participation and implementation of an incident warning system - Supervising and managing on a 24/7 basis regional communication nodes consisting of HF, VHF radio systems, satellite data transferring systems as well as static and mobile telecommunications means - Conducting coordination and liaison functions on NGO security matters with all actors in the region - Managing, supervising and administering up to 10 national staff, including capacity building aiming at national staff being able managing a regional office as well as accomplishing ANSO objectives with a minimum of supervision - Ensuring that during project implementation ANSO staff adheres to GAA policies and procedures; Relocating at the direction of the Safety and Security Coordinator ANSO or as the security situation demands to areas of the country other than the allocated duty station - Implementing other tasks as directed by the Safety and Security Coordinator ANSO **Requirememts:** - You need to have a team-oriented personality and be committed to your job, - Security related experience in a leadership role (e.g. military, police, direct NGO security management) - Overseas work experience in insecure/hostile environments - Previous work experiences with NGOs and humanitarian agencies - Instructor level experience in the training of security/safety related subjects - Experience in management and building capacity of staff - Excellent spoken and written English with ability to clearly inform all actors of ANSO information and analysis - Physically fit and able to cope with demands that may be required by unusual working hours and difficult environments - Proven ability and experience interacting with all parties while upholding humanitarian principles like impartiality and neutrality - Ability to achieve a precise understanding of various local, regional, country and international policies as well as regional and local cultural particularity - Experienced and knowledgeable in personnel and organizational security issues, threat/risk assessment, security management and security awareness in an insecure environment - Experienced and knowledgeable in operations/communications center/room set up and functions - Experienced in incident reporting, incident mapping, information collation and analysis functions, set up and execution of an incident warning system, compilation of security reports and assessments - Technical competency and training experience in field based communications systems such as HF Codan, Motorola VHF, Thuraya/Mobile satellite phone and Internet systems - Management experience combined with diplomatic skills and tact to ensure that beneficiaries receive the best assistance within the scope of services of the program - Political and diplomatic good judgment whilst handling ANSO generated information is considered essential - Willing to live in shared group housing with sporadic utilities - Experience in negotiation with senior level management and/or governmental authorities We are looking forward to receiving your application. **Contact:** Please send applications (cover letter and CV), preferably by e-mail, and state “AFG 6907” by **07th July 2007** to **Thomas Gies** Deutsche Welthungerhilfe e.V.
