PADCO/AECOM is a Washington, DC based, international consulting firm active in the areas of anti-corruption, democracy and governance, post-conflict transformation and stabilization, sustainable economic development, training and institution-building. PADCO seeks a long and short term consultants for an anticipated USAID local government project in Kosovo. The project will build capacity of central and local institutions, improve municipal services delivery, financial systems, and citizen participation and promote economic development.
The specialty areas to be targeted are:
- Public administration reform - Legal, institutional, and policy frameworks - Association development and capacity building - Fiscal decentralization, public/intergovernmental finance - Municipal management - Citizen participation
Requirements: Experience in each of the above subjects as it relates to decentralization reform is most desirable.
At least 5 years professional experience in specialty Master’s Degree preferred English required, Albanian and Serbo-croation a plus.
