Job Description

ESSENTIAL DUTIES AND RESPONSIBILITIES

Based in Islamabad, Pakistan, the Deputy Chief of Finance will provide overall financial and administrative management for CHF’s Livelihoods Reconstruction program in Pakistan. Regular attendance is required.

Establish and maintain finance and administration systems according to CHF and Donors (USAID) standards.

Establish and maintain contracting and sub-granting standards and systems.

Assure the contractual integrity of all agreements and sub-grants entered into by the organization, looking out for the interests of the organization.

Manage project procurement process.

Update/Reconcile Budgets.

Assure that standard contract formats in use by the organization follow sound and established policies, procedures, and local law.

Provide technical assistance to staff in implementing and complying with financial and administrative procedures to ensure compliance with regulations.

Hire and manage local staff as program requires.

Train local staff in financial and administrative management as necessary.

Provide financial oversight; ensure accountability of sub-awards process.

Produce monthly and quarterly financial reports to ensure quality financial management.

Serve as the financial liaison to CHF HQ, local NGOs, other implementing partners, implementing units, and international donors.

Stay abreast of new funding opportunities and contribute to proposal development process.

QUALIFICATIONS

Minimum 5 years experience in financial and accounting management.

Experience working with USAID cooperative agreements, including USAID?s finance and administrative compliance.

Strong interpersonal, analytical and writing skills.

Good team player.

Ability to work under pressure and meet deadlines.

Willingness to live in country of assignment and travel as needed.

Legally able to live and work in the country of assignment.

Familiarity with community and economic development.

Must be able to travel independently.

EDUCATION and/or EXPERIENCE

Advanced Degree in Finance, Accounting, Business or related area.

Experience working, living or traveling in Pakistan desirable.

Experience working in a post-disaster environment preferred.

LANGUAGE SKILLS

Able to read and interpret documents, and communicate with others as necessary to perform job duties effectively. English fluency required. Urdu or Hinko language skills a plus.

MATHEMATICAL SKILLS

Basic skills and able to perform job specific mathematics.

WORKING CONDITIONS

Able to sit at a computer and operate a keyboard, for extended periods of time.

OTHER SKILLS

Advanced computer skills required.

Must be proficient in MS Word, Excel, Explorer and other computer applications.

Experience with QuickBooks is a plus.
