Performance Profile: As Public Health Advisor the incumbent performs duties and responsibilities which may include, but which are not necessarily limited to, the following: - Assess provincial needs in the public health sector and advise the provincial director of health on administration and resource management - Advise the provincial government on directing GOI investments in the public health sector to service the needs of residents, both in urban areas and rural areas serviced by basic public health clinics - Advise the provincial government on the administration of the health and medical training program - Conduct surveys in the communities, assist clinics or provincial government planning offices in identifying health education needs, and devise educational programs to address local health conditions - In conjunction with PRT public diplomacy officers, assist in marketing messages aimed at improving local health practices and performing epidemiological studies - Help develop emergency management capabilities and coach stakeholders - Function as a liaison between the PRT and the director of health, local hospital administrators and director of medical education as well as other departments; Prepare a variety of documents such as analytical reports, briefing materials, decision memoranda, correspondence, and other documents related to the specific areas of assignment.
Position-specific Requirements: Minimum 5 years experience in the following areas: - Experience as a health department administrator over an extensive network of hospitals and rural health clinics, or in an academic environment - Extensive experience in budgeting, and the development, nomination, and promotion of capital projects in the health sector - Expertise in disease surveillance, emergency management and community health in the developing world - Knowledge of U.S policy in Iraq and the surrounding region, especially as it relates to Public Health efforts - Developing comprehensive policy papers, reports, memoranda, briefing materials, responses to inquiries, and a wide range of other written materials - Providing advice and guidance, present briefings, conduct meetings, and publicly articulate USG policy in a variety of forums - Ability to serve in a liaison capacity with other organizations - Ability to utilize the basic and advanced functions of the Microsoft Office suite (Outlook, Word, Excel, PowerPoint) to produce clear and concise documents used to present and exchange program information - Degree in a health- related discipline. - U.S. Citizenship - Abiliy to obtain and maintain DoD Secret clearance.
Position Desired Skills: - Active Secret clearance or above - Ability to live and work in austere and hazardous conditions - Ability to work in a dynamic, fast paced environment and pick up new skill sets quickly - Successful candidates should have experience dealing with individuals at all levels of an organization ranging from entry-level staff to client Directors - Experience working individually and in teams
