INTRODUCTION

Duty stations: Bangladesh, Colombia; Democratic Republic of Congo; Dominican Republic; Indonesia; Morocco; Nepal; Philippines; and Uganda (please indicate your preference in your covering letter). Grade: P4/P5 for international staff; NOB/NOC for national staff. The grade will be determined based on the successful candidate’s qualifications/experience.

IPEC, a programme of the International Labour Organization is operational in over 80 countries worldwide and supported by more than 30 donors. Its long-term objective is the effective abolition of child labour. In the short and medium term, the programme aims at assisting member States in designing and implementing policies and programmes which would help them deal with the worst forms of child labour. IPEC also aims at heightening the awareness of member States and the international community on the problem of child labour and assists them in implementing the relevant international labour conventions.

IPEC is implemented through national, subregional and regional programmes which include activities such as technical advisory services; direct action for the withdrawal, prevention and protection of working children; institution building; training, advocacy and the collection of and dissemination of information. The main task of the CTA is to coordinate and assist national programmes in the design, implementation, monitoring and evaluation of child labour policies and programmes. In addition the CTA is expected to assist in conceptional work related to the development of strategies, instruments and tools against the exploitation of working children.

Description of Duties

1. Ensure effective implementation of the project through timely provision of inputs, effective backstopping, timely and efficient delivery of outputs, and monitoring and evaluation of the project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines, and administrative and financial procedures. 2. Guide and supervise the work of the project personnel, in designing, monitoring, evaluation and reporting of project activities, and ensure effective co-ordination of country/action programmes in order to deliver integrated and comprehensive interventions. 3. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO/IPEC action programmes. 4. Responsible for the development of the broad-based national strategic framework for the IPEC programme, including identification of training needs and mobilisation of the necessary human and financial resources. 5. Assume full responsibility of cooperation and coordination with the concerned Governments and the employers’ and workers’ organizations, non-governmental organizations, the target groups and the donors, in the planning and implementation of activities under the project. 6. Establish and develop information systems covering ILO technical activities under the project and economic and social issues of relevance to the project, prepare periodic and ad hoc reports on the status of programme planning and implementation, and establish coordination with concerned ILO departments and programmes. 7. Promote ILO policies regarding child labour, equality of opportunity and treatment for women and men, and the relevant International Labour Standards. 8. Organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate. 9. Provide thematic support to IPEC as appropriate.

Required Qualifications

Education

Advanced university degree in economics, management, social science or related field with demonstrated expertise.

Experience

Several years’ experience in project management and implementation in the region. Familiarity with ILO policies and procedures would be an advantage. Experience in working on both child labour and gender issues would also be an advantage.

Languages

Excellent command of English. Working language of French or Spanish is highly desirable.

Competencies

Ability to synthesize research and reach empirically based conclusions on related subjects; Understanding of qualitative and quantitative approaches in social science research; Provide advice on best practices; Formulate new concepts and methodologies; Develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; Design and synthesize strategies for programme development; Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skill with governments, social partners and mobilising the support of international donor agencies; Good communication skills, both written and verbal; Team-leadership, ability to work in a team, and good interpersonal skills; Ability to train and guide personnel; Ability to work under time and political pressure and meet deadlines; Ability to work independently with a minimum of supervision.
