The Program Manager will lead the implementation of the economic development components of a 5-year USAID program to strengthen the economic security of Southern Serbia. The program will address underlying causes of conflict and fragility and strengthen the capacity of local governments and/or the private sector to address causes of conflict and contribute to peace building.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Conduct an initial assessment in Southern Serbia.
Work with local small and medium enterprises to develop increased employment opportunities.
Work with municipal governments to improve responsiveness to community needs and with local citizens and associations to increase civic participation.
Regular attendance is required.

QUALIFICATIONS
Minimum 7 years professional international development experience.
Excellent interpersonal, communication and analytical skills.
Must be able to travel independently.
EDUCATION and/or EXPERIENCE
BA in related field required; advanced degree preferred.
Experience designing, implementing and analyzing results of assessments.
Substantial prior experience in the Balkans, preferably Serbia and/or Kosovo.
LANGUAGE SKILLS
Able to read and interpret documents, and communicate with others as necessary to perform job duties effectively. English fluency required; Serbo-Croatian language capabilities preferred.
MATHEMATICAL SKILLS
Basic skills and able to perform job specific mathematics.
WORKING CONDITIONS
Able to sit at a computer and operate a keyboard, for extended periods of time.
Must be willing and able to live in or travel to transitional or under-developed environments.
