Job Description

1 Introduction

We are currently preparing an expression of interest for an Inter-American Development Bank funded project in the Caribbean to provide technical assistance to ‘Design and Implement A Comprehensive Strategic Plan For the Excise Division of the Customs and Excise Department’ and are seeking highly skilled and motivated individuals to be included in our team.

2 The Project

The consultancy involves the design and implementation of a comprehensive strategic plan for the Excise Division of a Customs and Excise Department in the Caribbean. The objective of this consultancy is to outline the way forward for the Excise Division in its evolution from a process control to an audit based system. The consultant will be required to modernise the present administrative processes, especially those relating to tax collection and audit, with the view to strengthening the Excise Tax Operations.

3 Personnel Required

For this assignment we are looking to include experts with substantial experience in the reform and development of excise departments, specifically relating to the drawing up of strategic plans. Previous experience in the Caribbean is desirable, preferably in a similar role. Consultants must be fluent in written and spoken English.

The duration of the assignment will be about 4 (four) months, and is expected to start around August 2007. All interested parties that are accepted for inclusion in our expression of interest for this project are not committed to being included in our proposal should we be short-listed. We will however wish to discuss commitment at the short-listing stage.
