Job Description

A prime responsibility of this senior technical advisor for logistics will be to provide technical and programmatic support to field programs for activities associated with commodity procurement and logistics systems improvement in support of Agency objectives in family planning, infectious diseases and HIV/AIDS prevention, care and treatment.

The Commodities Security and Logistics Division manages and implements USAID’s worldwide contraceptive (including condom) commodity procurement and supply operation as well as the efforts to strengthen host country supply chains through which these commodities flow to program service sites and the beneficiaries they serve. The Division supports improved forecasts of contraceptive, condom, essential drug and diagnostic needs, and improved host country systems and processes (individual skills and organizational performance, including procurement, inventory control, distribution, etc.) to improve the availability of critical essential health commodities in Agency-supported programs.

It is expected that the senior technical advisor for logistics will concentrate on host country supply chain improvement, working across technical offices in GH. It is also expected that this position will work in close partnership with other bilateral donors investing heavily in health commodity provision, especially DFID and KfW, as well as other international partners such as the Global Fund and the World Bank who are increasingly financing health commodity purchases for programs where USAID works. This advisor will travel extensively in support of USAID field programs and in joint missions with other donors and international partners to assist in developing consistent strategies and operational plans to improve essential health commodity procurement, handling and distribution.

Depending on the candidate’s academic and/or private commercial supply chain experience, the advisor will (1) serve as the primary technical leadership link with one or more of these constituencies, identifying, adapting and applying state-of-the-art analyses and best practices to developing country public health program settings, and (2) serve as a technical advisor to the Office’s supply chain management contract, DELIVER, including the re-design and re-bid of this contract.
