Job Description
McKinsey is looking for an experienced external contractor to act as a School Leadership Training Officer to work for an anticipated programme in Rwanda. The Teacher Training Officer will work in collaboration with the Government and large donor organisations to improve the education sector, including the capacity and quality of the system.
The broad objective of the programme is to improve learning outcomes and ensure more equitable access to primary and secondary education. Additionally, programme aims to improve the management of knowledge and enhance school leadership capacity.
Role description:
The School Leadership Officer will establish a leadership academy to facilitate the development of primary and secondary school headmasters and officers.
Responsibilities:
- Managing the school leadership training strategy for the programme
- Providing timely and quality delivery of activities planned for the region in the annual plan
- Identifying the key leadership development needs of primary and secondary school leaders, including self-reported needs and those perceived by teachers and parents
- Developing a leadership academy curriculum rooted in global best-practice, including a “field and forum” approach over several weeks/months
- Ensure the leadership academy builds foundational skills of school leaders, including data collection and use, English language skills, planning, management, and monitoring of educational outcomes at the school level
- Developing and delivering similar leadership and management development programs for education management officials at the district and national level
- Developing relationships with senior government officials as required by the programme
- Developing relationships with staff and programs of local and international NGOs and donor agencies undertaking school leadership training & development activities
Requirements
- Fluent in English and Kinyarwanda
- University degree in education, international development or other relevant field
- Minimum 2 years’ classroom experience teaching at the primary or secondary level
- Minimum 5 years’ relevant experience in skills development, apprenticeship management, education or institutional/policy reform implementation
- Record of substantial engagement with government at the national/provincial/local level
- Proven track record of working with big international development agencies (for example, DFID, USAID or World Bank) and mobilization of public-private partnerships
- Demonstrates experience in managing budgets and human resources under shifting conditions, including leading of large and complex teams of local and international staff
- Excellent managerial abilities; experience managing complex client and team environments
- High level of interpersonal skills with a flexible and collaborative personal style and the ability to communicate with diverse groups
