Public Sector Technical Assistance Credit in Guyana

The Government of Guyana has received financing from the World Bank toward the cost of the Public Sector Technical Assistance Credit (PSTAC), and intends to apply part of the proceeds for consulting services.

The Ministry of Labor, Human Services and Social Security (MLHSSS) wishes to undertake an assessment of Guyana?s Social Safety Nets Legislation as part of its social safety net reforms. An individual consultant is required to: - Carry out a comprehensive review of the Poor Relief Act and the Old Age Pension Act in the context of the recommendations contained in three recently conducted studies in order to provide a firmer legislative basis for social safety net reforms; and - Recommend legislative reforms based upon Guyana’s needs and capabilities and good practice in the region and elsewhere that can lead to improved transparency, efficiency and effectiveness of programs and their delivery among the targeted populations.

The services will be conducted under the Social Safety Nets component of the PSTAC project from the World Bank.

The consultant will work under the direction of the MLHSSS, with input and review from the Policy Coordination and Program Management Unit (PCPMU) of the Office of the President.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
