Project Leader – Expert in Microfinance Belgian Technical Co-operation (BTC) Location: Viet Nam Closing date: 21 May 2007 Job Description
Tasks
In close collaboration with the Vietnamese Project Director, the International Chief Technical Adviser will:
- Provide technical advise and support to the Project Management Unit (PMU) for the smooth implementation of the Project; - provide strategic direction and advise to the Project; - support the planning activities of the Project and the Provincial PIPs: workplans, reports and follow-up of the recommendations of the Steering Committee; - support the judicious management of the resources of the Project; - support the monitoring of the project implementation focusing on the results-based and performance monitoring indicators; - prepare detailed plans for supervision and monitoring of project activities during the project implementation; - identify bottlenecks, problem areas, and policy issues relating to project implementation and take remedial action; - provide technical advise on Business Development Service; - provide direction and technical advise to the MPMU in the field of microfinance and bank linkage facilitation; - develop Terms of References (TORs) of international and local Technical Assistants (TA) required by the Project; - support the organization of the training of the local VWU staff at all levels consistent to the design and strategy of the Project in the areas of microfinance, linking bank, business development services, PMT, and MB, among others; - ensure the inter-institutional agreements regarding the ACCESS Project are executed on time; - provide technical advise for the project activities of assessments and costing, framework design and elaboration of operational strategies; - attend and participate in the PSC, TWG, and PMU meetings, workshop and consultations; - control the funds of the Belgian Government Contribution; - prepare the final report of the Project.
Profile
- University degree in Economics, Social Sciences, Agronomics or equivalent qualification; - rural development practitioner for at least 10 years with :
- Practical experience from similar work in Vietnam is a plus; - fluent in English, good language skills in either Dutch and/or French; - very strong interpersonal and communication skills, both in written and spoken English; - good computer skills (MS Office, GIS..); - skills in the following areas:
- Good intercultural communication skills.
