1. Key function and deliverables
· Equip various audiences with the tools, knowledge, and resources to be successful in making the operational shifts to Gavi 5.0
· Review, understand, catalogue, and analyse the existing operational guideline (OG) and standard operating procedure (SOP) landscape
· Create a project plan, based on business priority, of the comprehensive revisions and changes needed to modernize and update Gavi OG and SOP and roll-out and embed the changes within the organisation
· Design and document the OG/SOP revision and approval process with a focus on leveraging the impacted teams and individuals within the secretariat, including the Gavi Executive Office
· Launch revisions of the highest priority OGs and SOPs as per the project plan
· Create effective communications materials, and organise within a structured knowledge management system, related to creating and launching operational guidelines and standard operating procedures
2. Main duties and responsibilities
· Work closely with Senior Manager – Country Programmes to effectively inventory the existing OG and SOP materials
· Create a stakeholder-informed prioritisation rubric by which to determine relative OG/SOP priority
· Communicate broadly within CP and the Secretariat on the plan, expected revisions, timelines, and the status of execution
· Liaise with stakeholders across the Secretariat to create the revision project plan
· Working closely with the Senior Manager – Country Programmes lead the launch of revisions of the highest priority OGs and SOPs, and transition these revisions fully to the Senior Manager – Country Programmes at the conclusion of the consultancy
· Assist the Senior Manager – Country Programmes in planning and organising the OG/SOP governance structure
· Consistently communicate, and test the effectiveness of communications, in order to ensure that OG and SOP processes and changes are well understood

3. Location: Gavi Alliance HQ, Geneva, Switzerland. Working remotely will be considered.
4. Qualifications and work experience required:
Academic
· University degree in public health, development, communications, public relations, social sciences, business or equivalent.
Work Experience
· Minimum of 5 years of professional experience in the business, development, public health or other relevant field;
· Demonstrable experience in change management, project management, internal communications, managing partnerships and multi-stakeholder task forces ideally in both a private and public environment;
· Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships;
· Desirable to have previous experience working on vaccine programme management, health systems, research, evidence-based planning, and/or internal policy development;
· Desirable to have previous experience working in or with large international agencies such as Gavi, WHO or UNICEF;
· Strong identification with Gavi’s mission and a convincing familiarity with global public health/immunisation issues;
Skills/competencies
· Prioritisation, planning, and project coordination/management skills;
· Demonstrated capacity to manage a variety of activities simultaneously and take initiative;
· Demonstrated instructional and technical writing skills;
· Excellent oral communication and presentational skills;
· Demonstrated ability to operate from a place of empathy with impacted audiences;
· Ability to work with minimum supervision and under pressure;
· Ability to influence others by listening respectfully and presenting persuasive arguments to address their concerns, wants and needs;

· High proficiency in Microsoft Word, Excel and PowerPoint;
Note: short-listed candidates will be asked to complete a timed test to demonstrate their data management, analysis and communication skills.
5. Languages:
· Excellent written and spoken English language skills;
· Knowledge of French is an asset.

The Country Programmes (CP) department works in close liaison and coordination with national counterparts, Alliance partners, Civil Society Organisations and other relevant stakeholders, in order to achieve maximum impact through Gavi’s vaccine implementation, better results in vaccine coverage and equity and long-term sustainability of interventions. The department supports Gavi eligible countries through the entire portfolio management process from applying for support to implementation, evaluation, monitoring, and risk mitigation. The department consists of five teams: High-Impact Countries, Fragile Countries, Core Countries, Health Systems and Immunisation Strengthening, and a Programme Support Team.
The Programme Support team (PST) supports core grant and programme management processes across the portfolio that are critical to achieving the goals of CP and Gavi. The role of the PST is to coordinate flexible and consistent back-end support across all programmatic processes; standardise, and monitor operational engagement with partners at global, regional, and country level; optimise knowledge and data management, ensure optimal and effective processes are in place to operationalise and monitor grants and support stronger and more consistent communications on Gavi’s programmes within Secretariat, with partners and countries.
To effectively execute the Gavi 5.0 strategy in 2021-2025, Gavi has endeavored to make a number of significant operational changes to its portfolio management processes and organisational structure that will impact Country Teams, the wider Gavi Secretariat, country partners including MOH and CSOs, and the broader Alliance. These end-to-end shifts to portfolio management include, for example, changes to the application processes for Gavi support, the shift to multi-year approvals of support, differentiation of portfolio management processes along different country segment and revamped review and oversight mandates. Gavi is also making a number of programmatic shifts to operationalise its ‘zero-dose’ agenda, such as a new window of support for equity funding, a stronger pivot of its funding streams to zero dose, and creating momentum across the Alliance for leaving no one behind with immunisation.
These shifts require comprehensive revisions to Gavi’s impacted operational guidelines (OGs) and standard operating procedures (SOPs), as well as attendant training, and roll-out activities in which to embed the new processes within the organisation. The Manager, Operational Guidelines – Country Programmes will manage the entirety of the revision process, from planning to the execution of change management activities, under the supervision of the Senior Manager – Country Programmes.
