The Danish International Development Agency (Danida) on behalf of the Zambian Ministry of Local Government and Housing (MLGH) has tendered “Consultancy services for water sector programme support (WSPS), Phase II”. The objective of the WSPS II is “to provide water and sanitation infrastructure and develop skills to ensure the provision of reliable and safe water and sanitation services efficiently”. Thereby the Consultant shall assist the WSPS II with regard to the components Rural Water Supply and Sanitation (RWSS) and Urban Water Supply and Sanitation (UWSS). The programme aims at developing institutional capacities in this context. The Consultant´s assignment is to provide advice, technical assistance and training to the MLGH, Local Authorities (provincial and district administrations), the Luapula Water and Sewerage Company (LPWSC) and the Western Water & Sewerage Company (WWSC) in matters related to rural and peri-urban water supply and sanitation and administration. The main part of the consultancy will support the National Rural Water Supply and Sanitation Programme (NRWSSP) of the MLGH, whilst a smaller part will address issues under the National Urban Water Supply and Sanitation Programme (NUWSSP) concerning the two utilities WWSC and LPWSC.
The consultancy team will also consist of a national Hygiene-Sanitation Advisor, a total of 8 local experts as Provincial Support Team (PST) members, 2 local accounting experts who will support the accounts section at the MLGH as well as support staff. The Provincial Support Teams (PST) are temporary measures and include 3-5 specialists in the area of management, community development, training, hygiene education water supply, and finance and administration plus support staff. Their role within the WSPS II is to build capacity of districts and the private sector in Western, Southern and Lusaka province.
The time frame for the project is 24 months. The envisioned project start is January 1, 2012.

International Long-term Expert – NRWSSP Management Advisor and Team Leader
to join the team.
The NRWSSP Management Advisor and Team Leader will be responsible to provide national level support to the implementation of all aspects of the NRWSSP. The Advisor will be placed under the Rural Water Supply and Sanitation Unit (RWSSU) in the Department of Housing and Infrastructure Development (DHID) in the MLGH and be counterpart to the Head of RWSSU. He/She will primarily be responsible for developing capacity related to planning, implementation, annual prioritised plans and reporting. The Advisor will also focus on the improvement of partnerships through supporting the strengthening of effective coordination, management and communication in the sector, especially related to the implementation of the NRWSSP.
He/She will also act as Team Leader and will have a minor role in relation to the input on Urban Water Utilities, i.e. WWSC and LPWSC. As Team Leader he/she will coordinate short-term inputs together with the DHID.
His/her specific tasks include:
The senior RWSS expert must have a university degree as well as preferably a post-graduate degree in engineering, economics, management or social science. He/She should have experience with a similar type of rural water programme and at least 10 years professional experience in the water sector. He /she must have experience with the implementation of donor-funded water sector projects, as well as extensive management and coordination and/or advisory experience from public institutions with strategic planning and implementation of rural water supply and sanitation. The expert should have strong skills in institutional capacity building.
He/she should be familiar with the development of standards for rural water supply and sanitation and should have proven experience with capacity development initiatives, as well as a good understanding of public financial management.
The Expert must have excellent computer-, report writing and communication skills. An excellent verbal and written command of English is essential. Experience working in diverse cultural settings as well as a minimum of two years working experience from Southern Africa is requested. Working experience with DANIDA funded projects would be an advantage.
