Job Purpose
To ensure provide strategic oversight of and ensure technical quality of the Public Health Promotion and community engagement programme led by Oxfam and partners in Ukraine ensuring complementarity with the other sectors.

KEY RESPONSIBILITIES
Management people, budgets, assets, projects and decision making
• Provide practical advice and support to key programme staff to develop and translate relevant documents and resources for local teams and local partners’ staff
• Work closely with all sectors and crosscutting advisors in the team to ensure integration and implementation of Oxfam humanitarian approach
• Provide strategic leadership, coordination and support to the PHP capacity development plans and implementation.
• Support country teams, partners and PHP focal points across to build their humanitarian PHP capacity, including assessing staff learning needs, innovative capacity development schemes i.e., peer learning and support networks, communities of practice and cross regional and country learning within Oxfam and beyond.
• Develop initial PHP/CE budget and procurement plan of goods
Analysis and Problem-Solving information, complexity, creativity and forward planning
• Monitor and analyse trends in the WASH and health sectors.
• Monitor and evaluate the WASH response in collaboration with PHE teams.
• Work in close collaboration with the PHE for WaSH needs assessment and gap analysis in agreed areas in the Northern Ukraine which include meeting INGOs, local organisations, key stakeholders, IDPs/returnees etc.
• Consult returnees/IDPs on priority and needs, information needs
• Assess PHP/ community engagement (CE) capacity/competencies and knowledge in PHP if national/local partners are identified to work with us in WaSH
• Analyze hygiene items supply access (in term of supply chain and potential bottleneck and supply break, in term of price fluctuation and access to most vulnerable families)
• Contingency planning in case of outbreak (cholera and / or other WASH related epidemic)
• Raising awareness within regional and country line managements of the strategic and technical requirements for good design and implementation of PHP interventions.
• As appropriate, identify and engage in the use of new and innovative methodologies, processes, or technologies including cash and vouchers.
• Support the development, dissemination, monitoring, and analysis of Oxfam PHP standards, guidelines, policies, and tools
• Promote the institutionalization and feedback process for the use of these throughout the organization and with partners.
• Ensure programmes are safe, are sensitive to gender and other power dynamics and ensure that they are informed by the community to benefit from the work.
Impact contacts, communication, advice, and consequences
• Coordinate and share attendance to coordination meetings: WASH cluster, network with local WASH and public health actors, key stakeholders
• Support technical working group in WASH cluster where feasible and applicable
• Track humanitarian information, learning and knowledge developed in responses, research and global fora and ensure these are actively shared and managed internally and externally
• Represent Oxfam and/or ensure representation in coordinating with relevant government officials, UN agencies, other NGO staff, and relevant clusters during emergencies.
• Provide technical input to strategy and proposal development and review processes and support Affiliate Programme Funding Departments with proposal development.
• Foster an appropriate working culture built on Oxfam’s values, respectful and cognisant of power imbalances internally and between Oxfam, our partners and the communities we serve.

Experience, Knowledge & Competencies
Essential
• Knowledge of and demonstrated commitment to Oxfam’s values, mission and work
• Knowledge and understanding to global justice, social change, women’s rights and gender equality and commitment to delivering humanitarian work through feminist principles.
• Experience & knowledge of the international humanitarian sector and an understanding of development issues and humanitarian standards and guidelines including Sphere, Red Cross and Red Crescent Code of Conduct, Core Humanitarian Standards, IASC Gender in Humanitarian Action, GBV Guidelines, Oxfam GIE Minimum Standards.
• Graduate qualification in Public Health, Humanitarian, Development, Sociology or any related field. Experience could substitute for a formal qualification, but not vice versa.
• Good knowledge of the humanitarian sector (including humanitarian principles, current policy and institutional thinking around public health and community engagement) with solid professional networks.
• Understanding of Cash Programmes in a humanitarian and/or development context.
• Demonstrated experience in carrying out assessments, developing public health strategies and proposals in humanitarian contexts.
• Demonstrable experience of assessing capacity needs and opportunities, designing and delivering training and learning programmes and initiatives with a desire to improve knowledge and performance, and an understanding of relevant learning & development methodologies.
• Proven ability to develop effective relationships at a distance and deliver high quality remote management, guidance and support.
• Experience in providing advisory support to both senior managers and programme staff, and well-developed ability to facilitate learning, knowledge management and innovative capacity development schemes.
• Enhanced collaboration and networking skills; representational, diplomatic and advocacy skills to enable the post holder to operate effectively within Oxfam and in external networks;
• Sensitivity to cultural differences, and the ability to work and communicate in a wide variety of cultural contexts.
• Excellent teamwork and communication skills and the ability to build good relations both internally and externally.
• Excellent command of written and spoken English language.
