Under the general guidance of the Regional Advisor Health, the incumbent is accountable for the provision of effective technical leadership, management guidance and programme support to facilitate the application and adaptation of UNICEF policies and strategies to achieve programme goals and expansion of UNICEF-assisted nutrition interventions supported by UNICEF offices in Europe and Central Asia within the framework of the UNICEF Strategic Plan, UNICEF Nutrition Strategy 2020-2030, and UNICEF ECA Regional Office Management Plan.
The post contributes to creating synergy and partnerships in areas where UNICEF has primary responsibility or comparative advantage for nutrition, with strong linkages to maternal and child health, and WASH. The incumbent works closely, in Humanitarian Action, with the Nutrition, WASH and Health clusters within the inter-agency standing committee (IASC).
How can you make a difference?
The Nutrition Specialist is responsible for developing and managing complex, key and integrated nutrition strategies, initiatives and programmes in the region. S/he provides authoritative strategic guidance and technical support to COs throughout the programming processes to facilitate the achievement of concrete and sustainable results in maternal, infant and child nutrition programmes/projects. This is carried out according to needs, opportunities, resources, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework. The Nutrition Specialist supports the Regional Health Adviser in managing the section as needed, contributing to innovation and knowledge management.
The key functions/accountabilities include but are not limited to:
Support to the strategy development, planning implementation, monitoring and evaluation of nutrition related interventions in the ECA region is timely provided in partnership with key stakeholders and with contribution of knowledge institutions. Country offices and counterparts are kept abreast of technical and advocacy information and information sharing in the region is enhanced.
Knowledge Management: Further promote knowledge management by drafting or finalizing sectoral documents and reports such as the Regional Management Plan; Country Programme Documents and Plans of Action. Ensure exchange of knowledge, information, experience or lessons learned; provides solid technical recommendations on major programme directions and on introduction of new initiatives regionally and in countries.
Rights-Based Projects through Results-Based Approach: Promote, the quality of rights-based Nutrition programme interventions through participation in the formulation of programme goals, strategies and approaches. Bring coherence, synergy and added value to sectoral or programme processes using a gender-sensitive results- based management approach to planning and design, implementation, monitoring arid evaluation.
Sectoral Work Plan Development, Implementation, and Monitoring: Takes primary responsibility for the development of the sectoral work plan and technical decisions as well as for management, implementation and monitoring of assigned sectoral activities, in compliance with the defined regional strategies, approaches, and core roles. Ensure the appropriateness of financial, administrative and supply documentation; verify that expenditures are within allotments and that data is consistent with the project information and Vision. Follow up on queries or initiate corrective action on discrepancies.
Promotion of UNICEF’s Global Goals: Promote the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation’ at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes and focusing on the contributions of gender equality in achieving these goals.
Communication, Collaboration, Networking and Partnership: Ensure exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve nutrition programme requirements and objectives. Conduct field visits to conduct periodic programme reviews with country offices, Government counterparts and other partners, employing qualitative as well as quantitative gender sensitive monitoring methods. Collaborate with Communication Programme groups to ensure development of effective communication materials and strategies to support advocacy and social mobilization efforts. Coordinate with Regional Advisers and HQ Officers. Collaborate with other Programme Officers and Specialists to ensure the integration of the project/sectoral programme with other sectors, including to reduce gender inequalities. Interact with Government and other partners, NGOs, UN and bilateral agencies to follow up on agreements and recommendations. Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve regional goals.
To qualify as an advocate for every child you will have…
An advanced university degree in one of the disciplines relevant to the following areas is required: Public Health & Nutrition, International Health & Nutrition, Public Health & Nutrition Policy and Management, Family Health & Nutrition, Nutritional Epidemiology, Health & Nutrition Education, Health & Nutrition Promotion and Disease Prevention or other relevant discipline(s).
A minimum of eight years of relevant professional experience in one or more of the following areas is required: nutrition public health; nutrition planning and management; or maternal, infant and child health and nutrition care.
Experience in health/nutrition programme/project development and management in a UN system agency or organization is an asset.
Experience in monitoring gender inequalities and in programming interventions that reduce these inequalities is an asset.
Developing country work experience and/or familiarity with emergency is considered an asset.
Prior hands-on experience in middle and or high-income contexts is desirable.
Knowledge and experience with operational and action research findings to meet the needs of programs in middle and high-income countries, where Nutrition programmes intersect with systems strengthening and an equity agenda is desirable.
Familiarity with humanitarian principles, policies and response actions is desirable.
Familiarity with UNICEF emergency policies, financial, supply and administrative rules is desirable.
Demonstrated skills to deliver in a stressful emergency environment, with tight deadlines and ability to establish harmonious and effective working relationships with partners is required.
Ability to plan, organize, prioritize, and deliver under pressure is a requisite.
Demonstrated ability to communicate effectively in a diverse organization tailoring language, tone, style, and format to match audience.
Ability and willingness to travel to emergencies countries if necessary.
Proficiency in English, written and verbal, is required. Working knowledge of another official UN Language (Arabic, Chinese, French, Russian or Spanish) and/or regional language as needed to perform the role is an asset.
