BACKGROUND

The Epidemic Preparedness and Response Coordinator will support Liberia to ensure continued ability to respond to an outbreak of EVD or other priority diseases quickly and effectively, in line with Phase 3 of the WHO EVD response strategy. International Medical Corps (IMC) will contribute to the efforts of the Consortium to support Liberia’s ability to respond to disease outbreaks by fulfilling three key roles: County Coordination Lead in Bong County; Regional Case Management technical Lead (RCML) in two regions (Region 2: Bong and Lofa counties and Region 4: Margibi and Grand Bassa counties) and the National Case Management technical Lead (NCML).


JOB SUMMARY
The Epidemic Preparedness and Response (EPR) Coordinator will be responsible for oversight, representation and strategic guidance for the Epidemic Preparedness and Response team, which will work closely with the Liberian government to build capacity for infectious disease preparedness response in Liberia. Programming includes management of EPR plans, coordination with multiple stakeholders, capacity building and advocacy.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Provide management and strategic guidance to ensure EPR deliverables are met and quality services are provided to recipients.
• Represent IMC and the EPR team in technical working groups and coordination meetings.
• Liaise with government officials at multiple levels to maintain strong relationships and ensure that IMC programs are reflective of governmental needs.
• Act as the IMC representative in the EPR Consortium, consistently reporting on IMC activities and providing input to Consortium as needed
• Provide technical input in the development of EPR and case management policies and plans
• Contribute to business development endeavors to grow and expand successful programs or capabilities.
• Work with team members to clarify and roll out the infection prevention and control mentorship package.
• Routinely report to the Country Director on program challenges and accomplishments.
• Oversee the monitoring and evaluation of all program activities for proper documentation, learning and feedback into ongoing programs.

Qualifications:

• Master’s Degree, or equivalent, in Public Health, Health Business Administration or similar health-related field. Clinical degree preferred.
• Experience in Ebola response with strong understanding of epidemic preparedness and response concepts.
• Work experience in Liberia strongly preferred
• Demonstrated experience liaising with government officials at multiple levels and other implementing partners.
• Capable of quickly learning and providing strategic guidance on a range of technical sectors.
• Strong management skills with ability to guide a diverse team of technical experts.
• Excellent written and oral communication skills; fluency in spoken and written English.
• Ability to work rapidly and manage priorities in a stressful setting under tight deadlines.
• Knowledge of international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
• Profound cross-cultural awareness and insight into health care issues
• Ability to exercise sound judgment and make decisions independently
• Extremely flexible, and have the ability to cope with stressful situations and frustrations
• Ability to relate to and motivate local staff effectively
• Creativity and the ability to work with limited resources
• Proficient in computer applications, especially with MS Word, Excel and PowerPoint
