The Government of Bangladesh is currently implementing PFM reforms under the WB managed ‘Deepening Medium term Budgetary Framework (DMTBF) project. The project has recently undergone a restructuring and now requires an IT Operation Consultant to support the Operations Infrastructure Component relating to iBAS.
iBAS (Integrated Budget and Accounting System) is the in house developed financial management system, which the Government has decided to strengthen and enhance with the aim of building a more flexible, functionally rich and robust system. The system provides budget preparation, accounting and reporting functionality and currently covers all main District offices as well as Line Ministries in Dhaka.
The level of access will be extended during the remaining project, and plans are currently being drawn up to establish design and development strategies for the system. The iBAS Systems Architect will work under the Component 2 project manager.
The key tasks of this short term position will be to advise on the ICT strategic and day to day operations, including infrastructure management, user support and system deployment.
The current operations for the key financial system (iBAS) are provided by the Financial Systems Management Unit (FSMU) which includes direct Government staff as well as outsources service contracts. Short term inputs in a range of Operational areas will be required to provide guidance on the institutional strengthening of the FSMU arrangements.
As a minimum this post holder be a qualified (Bachelor’s or Master’s in computer science, software engineering or mathematics or related fields) and be an experience IT professional with significant ‘hands on’ experience of IT operations.
Key skills and experience will include:
At least 10+ years experience working in IT operations, including data centre management, DR Site arrangements, WAN and LAN Management, Operational and data security operations, User Support /Help Desk management, System deployment and Management of End User training programmes.
Experience in strategic development of ICT administration planning
Experience in the deployment and management of integrated financial management systems within the public sector
Be familiar with security and operating policies and standards
Excellent interpersonal and communication skills
Ability to work independently and collaboratively
Ability to manage teams of international and national consultants
Ability to understand the administrative working of a developing country public sector environment.
The requirement is for 12 months of inputs intermittent starting with a three month input from January/February 2012, and the remainder before the end of the project in June 2014.
