Job Description
WYG International has recently been selected to tender for a forthcoming project entitled "Preparation of Design and Bidding Documents, and Procurement Support (Phase -I of the assignment), and Project Implementation Support (Phase-II of the assignment) for the establishment of a Commercial-of-the-Shelf Financial Management Information System."
The objective of this project for the Government of Laos include achieving eventual compliance with international standards of Financial Management, including the use of modern technology and best-of-breed software applications, compliance with all suitable and applicable internationally recognized accounting, auditing and reporting standards (including the International Monetary Fund's Government Financial Statistics (GFS M2001) standards), strengthening their ability to consolidate, analyze and report core fiscal data and creating a reliable basis for enhanced fiscal transparency and accountability. The location will be Lao People's Democratic Republic. The intended commencement date of the project is March 2010 and the project will be delivered in two phases. Phase one will have duration of 18 months and this will be potentially extended to a further 36 months for phase two of the project.
We are currently seeking a Business Process Reengineering expert to join us with the following qualifications and experience:
- Degree in economics, accounting, information technologies, business or public administration or similarly relevant discipline;
- At least 10 years of working experience in business process management and change within government organizations.
- At least 5 years international experience in undertaking similar assignments within a Government environment where processes are subject to laws, rules, habit, conservatism, patronage and a long history of total reliance on multi-stage, multi-authorization manual, paper-based processes involving people at all levels of Government;
- An understanding of the natural reluctance of people to change;
- Capacity to analyze and propose modifications to processes that are time-honored, entrenched and often not well understood by the people involved in those processes;
- Experience in documenting processes ‘to-be' for inclusion in World Bank procurement documentation;
- The capacity to explain and justify recommended changes to processes that might impact any or laws, directions, authority structures, work practices and job security;
- Demonstrated capabilities in technical and accounting areas of process review but also exposure to change management, capability building, institutional reform, process improvement and public sector development;
- Considerable experience in conducting seminars/workshops where their presentations have been based on a foreign language and used an interpreter, the presentations being to a cross section of local staff ranging from clerical to senior management;
- Excellent report-writing and human relations skills.
- Considerable experience in working in environments where language, transport, accommodation and general living conditions compare with Laos.
The expert will be required for approximately
9 months over the duration of the contract.
