Job Description

WYG has been shortlisted for an AfDB funded project ”Strengthening Macroeconomic and Financial Management in Somalia through improved Macroeconomic Framework and Budget Formulation”.

The Government of the Federal Republic of Somalia is implementing the Economic and Financial Governance Institutional Support Project (EFGISP). The overarching objective of the project is to strengthen macroeconomic and financial management in Somalia through the setting up of an improved macroeconomic and budget framework that is conducive to fiscal discipline, and strategic and efficient allocation and use of public resources. The specific objectives are to: (i) enhance macro-fiscal planning and economic analysis for sound and pro-poor macroeconomic policies; and (ii) strengthen the budget preparation process.

We are currently looking for candidates with the following qualifications and skills to join our team of Short term experts:

Short-term technical assistance experts should have an advanced degree (Masters or equivalent) and at least 8 years experience and have a working knowledge in areas such as (i) costing policy measures and sector budgeting strategies; (ii) gender budgeting; and (iii) reviewing budget submissions from line ministries.

• Must have advanced degree in economics
• At least 10 years of experience in macroeconomic and fiscal planning, forecasting
• Preferably more than 10 years, but a minimum of 5 years of specific professional experience in developing countries in programmes and projects on capacity building in the area of macroeconomic and fiscal planning, forecasting and modelling. Experience in other PFM reform areas is an asset Experience in MTF/Budget preparation
• Preparation of a Macro-economic and fiscal framework
• Capacity development experience is a must requirement
• Progress reports, monthly, quarterly and at end of assignment
• Must not have less than 5 years’ experience in similar assignment
• Must be computer literate
