Job Description

  • Perform as lead scientific technical advisor for the development and/or implementation of Field Epidemiology Training Programs that will develop cadres of field epidemiologists who can practice evidence-based public health and strengthen surveillance.
  • Strengthen public health workforce capacity by teaching coursework related to epidemiology to FETP trainees to effectively use science-based information for decision making.
  • Ensure that MOH staff actively participating in capacity-building programs achieve competencies that will lead to improvements in health outcomes and implementation of appropriate and effective public health interventions.
  • Develop training curricula and materials, and implement mentored training based on epidemiologic methods in collaboration with the MOH to strengthen outbreak detection and response and disease surveillance.
  • Collaborate with FETP faculty and trainees in the design and implementation of applied epidemiological research projects aimed at developing more effective public health interventions through results based interventions.
  • Supervise trainees during field activities, including outbreak investigations, surveillance system evaluations, etc.
  • Review all projects and work conducted by FETP trainees for scientific quality and appropriateness.
  • Assist FETP trainees in preparing written and oral scientific presentations/publications.
  • Collaborate with MOH/FETP regarding the selection of FETP trainees, inclusive of implementing guidelines for selection and placement of FETP trainees and identification of appropriate assignments and supervision.
  • Train FETP graduates to become mentors/supervisors for future FETP trainees.
  • Conduct periodic evaluation of the work conducted by FETP trainees working on their Masters program.
  • Advise the MOH regarding the development of mid- and long-term sustainability plans and a career path for FETP graduates.
  • Establish and maintain effective and diplomatic working relations and secure support and cooperation.
  • Prepare reports used as the basis for key-executive-level management decisions; Congressional testimonies and legislative proposals; policies; responses to inquiries; reports, marketing/outreach material; and other comparable documents.
  • Present findings and deliver briefings, explain and justify recommendations, and negotiate solutions to disputed recommendations.
  • Plan, organize, and direct multi-disciplinary project teams and activities.
  • Maintain active understanding of agency program goals and objectives and the relationship with other programs and key functions internal or external to the agency to define requirements, integrate program activities, assess impact, and/or make decision on use of resources
  • Develop data collection tools and review, evaluate, survey, and improve domestic or international scientific public health program operations.
  • Maintain comprehensive knowledge of the range of laws, policies, regulations, and precedents applicable to research, develop, and evaluate key scientific public health policies, procedures, and guidelines.
  • Design and conduct comprehensive studies to identify and propose solutions that are characterized by their breadth, importance, and severity; of new or modified legislation for projected impact upon agency science programs and resources; and/or to translate basic legislation into program goals, actions, and services.
  • Provide critical advice and assistance in overcoming barriers to program delivery.
  • Develop, oversee, coordinate, and manage new initiatives impacting public health domestically or abroad; and/or plan, formulate, analyze, evaluate, and/or implement complex program policies and strategies to meet new and novel conditions and improve or overcome shortfalls and deficiencies.

International Travel: 4 trips to Africa and/or Asia for a total of 48 TDY days

Minimum Experience:

  • Masters in Public Health with Epidemiology Specialty
  • Minimum 3 years experience in this field
  • Expert knowledge of medicine and applied field epidemiology.
  • Comprehensive knowledge of an assigned scientific public health program.
  • Knowledge of a wide range of qualitative and/or quantitative methods.
  • Knowledge of team management techniques.
  • Knowledge of oral communication techniques to serve as bureau or agency representative.
  • Knowledge of written communication techniques.
  • Knowledge of interpersonal relationship skills.
  • Expert knowledge of Arabic and familiarity with the Public Health Systems of Yemen, Morocco, Iraq and other countries in the Middle East and North Africa.
  • Speak fluent Arabic.
