Background UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
Background UNDP Headquarters (HQs) has revised the service contract (SC) guidelines with effect from 1 October 2007. As part of the revision, a new remuneration methodology has been introduced. The basis of this new methodology is to make consistent approach in the pay levels for service contract holder with comparable work in the local labour market.
UNDP Country Office Indonesia would like to implement the salary survey immediately since SC holders will be integrated into the global payroll system in 2008. Therefore it is essential to adopt a more consistent and structured approach in setting and maintaining SC remuneration.
Duties and Responsibilities
Objectives * To review the value of typical allowance and benefits that are found in the market from 10 recommended surveyed employer by UNDP ( seven from public sector and three from private sector ). * To conduct pre-interview survey questionnaire by collecting salary scale and tables of benefit in advance from the surveyed employer. * To conduct survey interview and matching the benchmark job for the six service occupations as recommended by UNDP remuneration guideline. Benchmarking exercise should consider the job in the context of overall structure of organization, scope and depth of responsibilities, experience, training requirement and qualification for that particular job. * To manage the data from participants, examine the utility of scale from competitive market position perspective. * To make recommendation on the salary scale with target market position between 50 – 75 % percentile. * To prepare report (for internal UNDP and report that will be shared with comparators in confidential manner). * To make recommendation and facilitate discussion ( if necessary) between HR and Head of unit on the Integration of individual SC at his/her current remuneration level to the revised SC remuneration.
Deliverables: By end of February 2008
The report consisting of : * Summary of data collected from the specific organizations showing TOR matches and the valuation of their remuneration package. * A table showing the average of all organizations by benchmarked TORs and the 50- 75 percentile remuneration. * A summary table of organization practices on remuneration. * The report for external UNDP considering confidentiality of information from each organization. Revised Service Contract remuneration scale with target market position between 50 – 75 % percentile .
By end of March 2008 * Recommendation to HR and Head of units on the Integration of individual SC at his/her current remuneration level to the revised SC remuneration.
Competencies * Experience dealing with salary survey for non profit organizations will be preferable. * Familiar with labour market issues in Indonesia. * Ability to work precise, fast and to the point. * English native speaker or near-native speaker. * Familiarity with the UN(DP) regulations would be an advantage. * Indonesian or foreign national.
Required Skills and Experience * Post graduate degree in Human Resources with at least 5 (five) years of experience in the area of compensation and benefit for international organization.
