Project title: Balochistan Rural Development and Community Empowerment (BRACE)
Brief description of the project: The overall objective of the European Union (EU) support for the Balochistan Rural development and Community Empowerment (BRACE) Programme, of which the Human Dynamic’s service contract is a part, is to support the Government of Balochistan (GoB) in reducing the negative impact of economic deprivation, poverty and social inequality, environmental degradation and climate change, and to turn this into opportunities to build and empower resilient communities participating actively in identifying and implementing socio-economic development activities on a sustainable basis in partnership with local authorities
The BRACE Technical Assistance (TA) Project is one Component of the BRACE Programme, the other components are implemented by BRSP, NRSP and RSPN.
The purpose of the BRACE TA Component/Project is to enable the GoB to foster an enabling Policy environment for strengthening the capacities of local government/ authorities to manage and involve communities in the statutory local public sector planning, financing, and implementation processes.
This Community-Driven GoB LG Policy shall enable the Government of Balochistan to strategically approach and sustain community-led development and community empowerment by developing and implementing a strategic policy framework that shall ultimately pave the way for adopting a Sector-wide Approach with a GoB-driven LG Sector policy dialogue, which may serve as the main GoB reference for the Development Partners’ coordination and alignment in Balochistan, with possible DP Sector Budget Support
Brief description of the assignment: Based on the TA sub-teams work distribution, the IDCB Advisor reports directly to the Team Leader on all Administrative Issues, and co-leads with the TL on Institutional Development of TA Result Area 4. The ISCB Advisor works closely on Institutional Development & Capacity Building with the other TA KE/NKE, having the following responsibilities:
· Institutional Development and sustainable positioning of the RSP Implementing Partners (IPs) and Institutionalization of Community Institutions (CI), i.e. prepare RSPs/CIs for their roles in a GoB CD LG&RD Policy/Programme; co-leading with TA/TL the Result Area 4.
· Institutional Development of GoB Districts Stakeholders; i.e. positioning of District and LG Authorities, to prepare them for their roles in a GoB CD LG&RD Policy/Programme, and directly reporting to/working with the NKE/DDC, who leads Result Area 2.
· Institutional Development of GoB Provincial Stakeholders; i.e. Positioning of Provincial Authorities under a GoB CD LG&RD Policy and Programme, and directly reporting to/working with the NKE/STA who leads TA Result Area 1.
· Capacity Development of the Balochistan Rural Development Academy (BRDA), particularly on community-led development, reporting directly to the DTL, who leads TA Result Area 3. NOTE: Once capacitated, the BRDA is to deliver CB training to GoB provincial and district officials and to RSP/CI representatives, with a focus to ensure effective implementation of the GoB community-driven LG&RD Policy and Programme.
NOTE: Institutional Development covers the following: clarifying the institutional positioning of organizational entities (including new entities0 under a new innovative GoB CD LG&RD Policy, clarifying their RoB/ToR, making recommendations for their Capacity and Core-functions they (are to) perform, in support of a GoB CD LG&RD Policy, and making recommendations on staffing and resourcing of these organizational entities.
The outcomes of the activities of the IDCB Advisor will be that:
· The BRDA will be capacitated, to become a center of excellence, with a focus on the provision of CD LG/LD Capacity building Training to GoB Officials and relevant other stakeholders.
A streamlined Institutional set up of RSPs, CBO/CIs and GoB organizational entities, i.e. the Provincial line departments, and the District Government Administrations and Councils, with clear Organization’s Capacity requirements, to implement an innovative GoB-lead CD LG&RD Policy and Programme.
Descriptions of the tasks and deliverables:
· Capacity Building of the BRDA
- Assist the Deputy Team Leader (DTL) in liaising with the Balochistan Rural Development Academy (BRDA) under Result Area 3 and provide technical recommendations for the sustainable Institutional and autonomous positioning of the BRDA.
- Assist the Deputy Team Leader to design, and evaluate the Organizational capacity building plan, and assist in the implementation of the Balochistan Rural Development Academy (BRDA) Organizational Capacity-building Plan under Result Area 3,
- In particular, collaborate with the DTL to access and prioritize BRDA capacity-building needs, identify capacity-building strategies and specific programs, and develop plans, procedures and materials to achieve capacity-building objectives.
- In collaboration with the DTL develop the “BRDA Pool of Master-Trainers and External-Experts Pool” as a cost-effective and flexible organizational solution that can to respond to (unforeseen) training needs, in line with the RoB and autonomous position of the BRDA
- Assist the DTL to design the BRDA Training Approach and Curriculum, by
§ detailing Training Modules to be developed, based on comprehensive literature search, review and analysis on community-led development, surveys of Government and BRDA statutory documents regarding community-led development, worked out PPT presentations, training hand-outs, manuals, other supplemental training and instruction materials,
§ developing Training Methodologies and ToT Notes that specify effective delivery modalities, and specifications of the required training learning outcomes, and BRDA a Training Calendar with priority Training topics
§ structure training evaluations, that cover delivery and relevance assessments, and lesson-learning feedback loops to improve training modules.
· Work with the M&E/Research Specialist to identify indicators and monitor implementation and performance targets achievements, of the BRDA Capacity Building Plan, and advice capacity building team to achieve the relevant Work Plan targets on time and within available resource constraints.
· Institutional Development & Sustainable Positioning of RSPs, CBO/CIs and GoB organizational entities under a GoB CDLG Policy
- Coordinate and manage the scheduling and convening of Operational Steering Committee (OSC) and monthly IPs (TA and RSPs) Coordination meetings, and coordinate a schedule of regular meetings of the BRACE Strategic Policy Dialogue Committee (SPDC).
- Provide technical support Institutional Development, to the TA project teams and selected GoB counterparts on the coordination of the BRACE programme at the provincial level for various technical, meetings, e.g. SCC, Working Groups, SPDC, SDPF and other forums.
- Review directly with the RSPs GoB the systems to put in place formation, registration, institutionalization and sustainability of Community Institutions (CIs):CO/VO/LSO in 9 BRACE Districts, and learn-lessons and formulate recommendations for LSO Institutionalization under a new GoB CD LG&RD Programme (TA RA 4).
- Review directly with the RSPs and key GoB stakeholders on the systems and conditions to ensure institutionalization and sustainability of RSP in a new GoB CDLD Policy/Programme. NOTE: The BRACE Programme Exit Strategy, to be carried out by the TA, will be one of the major assignments/documents that will capture the conditions for RSP Institutionalization and sustainable positioning (TA RA 4).
- Enhance understanding of Institutional Development (ID) issues, with TA teams and RSPs, and selected CBO/CIs and selected GoB organizational entities, by designing and providing tailor-made ID Training (modules), as part of building the BRDA CB and Training Curriculum. In particular, prioritize capacity building needs, identify capacity-building strategies and specific programs, and develop plans, procedures and materials and conduct evaluations to verify the effectiveness of Institutional and Capacity building reforms and interventions., including identification of BRDA ID master-trainers, responsible to develop, manage and monitor ID/CB training interventions.
- Provide such other assistance as requested by the Team Leader.

Required Skills and Experience
Technical Qualifications and Skills
· University degree in Social Studies, Economics, Business or a related discipline or equivalent;
· Excellent team management skills and adaptability.
· Excellent communication skills, full working knowledge of English/local languages and report writing skills.
· Computer literate: Word Excel, PowerPoint
General Professional Experience
· At least 8 years of professional experience in rural/local development, and community mobilisation
· At least 5 years of professional experience in institutional development and capacity building, of CSOs and/or (local) government entities.
Specific Professional Experience
· General knowledge and understanding of government departments, their funding and budgeting procedures, rules and regulations
· Experience with, and Knowledge of adult training principles and experiential training methodologies.
· Experience in coordinating with stakeholders in the implementation of donor projects.
· Demonstrated capability to work with multiple government and non-governmental stakeholders and partners. local government and civil society stakeholders and partners.
· Experience with providing technical assistance to CSOs and government institutional development and capacity building, including conducting rapid capacity needs assessments, organizing and conducting workshop and trainings.
· Experience in capacity building and/or institutional strengthening of government departments or agencies.
· Experience in any of the following areas: area-based/local development strategies, community development, participatory needs diagnostics, grant management mechanisms with non-state actors, supporting M&E for public sector or donor projects.
Working languages
· The expert must be fluent in English both oral and written and should be fluent in the local languages.
