Job Description

ABA ROLI has operated in the Central African Republic since January 2015, to implement programs that support access to justice, promote responsive governance, and improve the skills of Central African justice actors. As part of ABA ROLI’s program to Bolster Judicial and Social Accountability Processes in the CAR, ABA ROLI seeks a Pro-Bono Curriculum Development Specialist to collaborate with program staff and liaise with government institutions and local justice actors to lead the development of improved curriculum for justice sector professionals.

JOB SUMMARY

Pro-Bono Curriculum Development Specialist, Bangui, Central African Republic:

The ABA Rule of Law Initiative seeks a Pro-Bono Curriculum Development Specialist for a DRL-supported program that will assist Central African government partners to improve the capacity of justice actors. The Pro-Bono Curriculum Development Specialist will work with the ABA ROLI Project Director and will coordinate with representatives of the Ecole Nationale de l’Administration and de la Magistrature (ENAM) to facilitate the development of context appropriate training curriculums that will improve the knowledge, skills, and competencies of Central African justice actors.

The Pro-Bono Specialist will ensure that the curriculum incorporates adult learning techniques that effectively target the educational profile of each respective training participant from various justice sector roles. The curriculum will serve as the basis for sustained training of judicial actors at the ENAM. In addition, the pro-bono consultant will contribute to the development of a quick-impact curriculum for use in training Central African judicial actors who are likely to participate in the newly constituted Special Criminal Court, a domestic hybrid court charged with investigating and prosecuting perpetrators of war crimes and crimes against humanity.

RESPONSIBILITIES

Under the supervision of ABA ROLI’s Bangui-based Country Director, the Pro-Bono Curriculum Development Specialist will:

  • In collaboration with ABA ROLI Project Director and Central African counterparts, review existing training curricula and modules and devise educational strategies and an organizational structure for newly developed curricula and modules.
  • Provide support to ENAM trainers to devise subject matter training curriculum objectives, priorities, and content.
  • Conduct a skills assessment, focusing on capacity of ENAM Trainers to design curricula, training modules and materials; and the integration of adult learning methodologies; and make recommendations.
  • Lead development of training guides, participant materials, PowerPoint presentations, etc; and ensure consistency, context relevance and high standards in those efforts.

QUALIFICATIONS

  • Juris Doctorate in law, or equivalent, or Masters’ degree in Social Sciences, Management, Education, etc.; an advanced degree in Adult Learning and/or Curriculum Development preferred.
  • At least five years of experience designing, developing, and implementing professional-level curricula, modules or training materials.
  • Demonstrated experience developing and delivering substance and skill-based training to a range of audiences at all stages of their professional development, including adults, professional trainers, justice actors, etc.
  • Extensive experience evaluating training programs and supplemental resources and materials.
  • Expertise in adult learning theory, interactive skill building, and participatory methodologies appropriate for adult learners.
  • Ability to work productively in highly collaborative settings while also able to function independently
  • Demonstrated ability to interact professionally with and mentor culturally diverse staff & clients at all levels of seniority
  • Fluency in French and excellent oral and written communication skills; fluency in English also preferred
  • Experience in post-conflict environments supporting public institution capacity development;
  • Consistently high level of professionalism, initiative, judgment and discretion;
  • Knowledge of the justice sector, legal system and socio-political context of the Central African Republic is beneficial.
