Agriculture & Economic Development Adviser, Bougainville Partnership

Overview

The Bougainville Partnership is framed around the objectives of the Bougainville Peace Agreement and the Autonomous Bougainville Government’s Strategic Development Plan (SDP). As per ABG policy, the SDP is the principal reference for development in Bougainville and guides donor investment consistent with its objectives and priorities. The Bougainville Partnership is organised around three Pillars, each with a long-term development outcome and together targeting an overarching Goal (Figure 1).

Goal: A more stable Bougainville where citizens increasingly participate in and benefit from political, scoial and economic development.

Pillar 1: Autonomy and Effective Governance. Long Term Outcome: ABG is more accountable and effective automous government.

Pillar 2: Economic Development. Long Term Outcome: Faster, more inclusive and sustainable economic growth in Bougainville.

Pillar 3: Peace, Stability and Community Cohesion. Long Term Outcome: Strengthened foundations for sustainable peace and stability.

The design (to be updated) reflects long-term development outcomes as aspirational statements in the Results Framework and suggests they are both beyond the timeframe of the Partnership (July 2016-April 2022) and are unlikely to be solely attributable to the BP. In this context, the Partnership is focused on documenting the achievements of outputs and short-term and intermediate outcomes through to 2022.

Role Summary

The work to be undertaken by the Agriculture & Economic Development Adviser is primarily targeted at Pillar 2, with some contributions to Pillar 1. The Adviser will work towards the achievement of inclusive and sustainable agriculture development in Bougainville through engaging with partners in the public and private sectors in the design and implementation of activities detailed in the BP Workplan, and the Department of Primary Industries (DPI) and Department of Economic Development (DED) Corporate Plans.

The Adviser will primarily support the Bougainville Partnerships flagship economic development initiative – the Commodity Support Facility (CSF) – which includes grants to cocoa farmer groups, targeted agricultural feasibility studies to stimulate and diversify smallholder and SME investment opportunities, primary industry policy development and implementation, and the annual Bougainville Chocolate Festival.

The Adviser will also provide support to investment climate reforms by working closely with the DED’s Investment and Trade Directorate and supporting Bougainville’s emerging Business Associations. In addition, the Adviser will contribute to ongoing institutional strengthening by continuing BP’s response to the findings of the Organisational Capacity Assessment (OCA) and rollout of Capacity Development Plans (CDP) relevant to the DPI and DED.

With the completion of the Bougainville Referendum in late-2019 this role offers an exciting opportunity to support the design and implementation of Australian and New Zealand government’s support in the post-referendum context.

The successful candidate will bring:

· A graduate degree in agriculture, economics, agribusiness, business administration, agronomy or similar (Masters preferred).

· 5+ years’ government or private sector experience in either agriculture, economic development, and/or investment climate reform.

· Experience in value chain analysis in the cocoa sector and/or other agricultural commodities, preferably in the Pacific region.

· Business development and value chain knowledge in agriculture in the Pacific region.

· Knowledge of private sector or government capacity building in either agriculture, economic development, and/or investment climate reform.

· Experience in provision of business development advisory support.
