About the Program
A stable, prosperous, peaceful and resilient PNG is critical to Australia’s interests. Australia is PNG’s largest development partner; its main partner on economic and security issues.
The Australia PNG Subnational Program (APSP) is an enabling mechanism comprised of three separately designed programs including; Bougainville Partnership (BP), Kokoda Initiative Partnership (KIP) and South Fly Resilience Plan and Western Province Partnership (WPP). Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.
There are five high level outcomes which span all programs:
· Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province
· Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts
· Output three: Technical assistance targeted at key institutions and policy reforms
· Output four: Rapid programming of resources in support of DFAT priorities
· Output five and six: Analysis, learning, and adaptation
Managed by Abt Associates under a single contract from 2022 to 2026, the centralised approach is aimed to ensure and drive value for money by realising back office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.
About the Opportunity
The Senior People and Culture Manager leads a specialist team that supports six Abt PNG programs to meet workforce requirements across all facets of Human Resources, Learning and Development, and Recruitment. The Senior P&C Manager leads a dynamic team of ten, with three direct reports, with a focus on achieving Abt PNG program objectives including:
o Gender and diversity;
o Organisational culture and change;
o Leadership and staff development;
o Succession planning and career pathways;
o Performance management;
o Recruitment and retention; and
o Effective communication and change management
Specific Responsibilities
• Lead an effective and high performing P&C team by articulating a strong vision and aligning team work and behaviour with the strategic priorities of Abt Associates and the six DFAT funded programs; enforce high standards in terms of work outcomes and behaviour; develop individuals through ongoing guidance, mentoring and coaching; and promote team behaviours of integrity, trust and respect in accordance with company values.
• Managing the HR functions and services for programs and providing strategic and operational expertise on people related matters, the role will be responsible for:
o Ongoing review of existing HR systems and structures to enhance the efficiency and service delivery to partnership stakeholders
o Ensure job roles are established against Abt Associates job levels and competency framework
o Leading the ongoing utilisation of the performance management framework, and supporting system acting in a business partner capacity to senior management on staff relations
o Provide support and advice to managers on performance management, counselling, coaching and disciplinary matters for P&C Managers and program staff and coordinate the ATLAS performance planning and review cycle as required.
o Socialise the Program’s performance management cycle, directed by One Global Abt aligned to Abt’s systems and processes
o Overseeing the recruitment function, including contracting, mobilisation, onboarding/induction and demobilisation of staff with support from the Abt Home Office in Brisbane and ensure that key metrics are tracked and SLAs are developed and reported against
o Act as a champion for the cloud-based Oracle HCM (ATLAS) and contribute to the ongoing development, implementation, and uptake of the global system across Abt PNG Programs
o Identify opportunities for policy and process improvement and standardisation and report on trends and themes in ATLAS to inform the executive of arising HR matters
o Ensuring continued participation of Abt PNG’s learning and development program to support the development of high performing staff
o Complete annual training needs analysis for program staff and develop annual L&D calendar
o Delivering the Abt Associates Induction and Abt PNG Orientation programs
• Oversee the implementation of HR Services in accordance with both Australia and PNG labour laws, regulations, and the Abt Remuneration Framework including the maintenance and retention of HR records on the ATLAS HRIS in accordance with Abt Associate’s policies and procedures.
• Support the development, implementation and maintenance of key corporate HR policies and procedures as required.
• Manage HR compliance requirements under the program head contract as required, including HR reporting requirements.
• Monitor and manage the Employee Assistance Program (EAP) and ensure its socialisation and take up across the Abt PNG Programs.
• Procure and manage an external service provider for recruitment services primarily for surge support of casual personnel to programs.
• Support a culture of diversity and inclusion through the Skelim Pawa Stretim Pasin Initiative, participation in Abt’s D&I working groups and support for staff engagement surveys.
• Other duties as required.
Specific Deliverables
· Operate with a HR business partner model that integrates HR into all aspects of Facility planning and operations.
· Ensure the entrenchment of a performance management culture within Abt PNG programs, underpinned by policies, training and established practices.
· Ensure continued and successful socialisation and adoption of the learning and development program which is underpinned by Abt’s competency framework.
· Ensure the delivery of targeted recruitment strategies for hiring managers that attracts and retains high performing staff.
· Support the ongoing Skelim Pawa Stretim Pasin Initiative, particularly inclusive work practices.

About You
For applications to be considered, a response to the key selection criteria below must be provided;
· Tertiary qualifications in Human Resources or a degree in a relevant discipline.
· Demonstrated experience in Human Resource Management across Organisational culture and change, Leadership and staff development, Succession planning and career pathways, Performance management, Recruitment and retention, preferably on donor-funded international development programs and/or complex corporate environments.
· Demonstrated experience in effectively managing teams and supporting the development, implementation and maintenance of key corporate HR policies and procedures.
· Demonstrated ability to deliver HR functions and strategic advice on people related matters.
· Must have the ability to interpret local PNG labour laws and regulations in accordance with Abt Associate’s policies and procedures.
· Demonstrated commitment to diversity, equity and inclusion and can interact, network, and communicate effectively with individuals from diverse backgrounds and at all levels in an organization.
· Demonstrated ability to operate with innovation, adaptability, flexibility, and resilience to accommodate change in a complex, uncertain, high-energy environment – such as PNG or a comparable experience.
