Program Overview
The Papua New Guinea Australia Transition to Health (PATH) Program is one key way in which Australia is investing in PNG’s security, stability and prosperity by delivering support to PNG’s health sector. PATH supports locally generated and scaled health systems reform, working in partnership with the Government of PNG on high priority health issues including health security, communicable disease, family planning, sexual and reproductive health, and maternal and child health. This strong partnership is supporting PNG to improve the health and well-being of its citizens in line with PNG’s National Health Plan. Position Summary – Senior Program Manager – Women in Leadership (WIL)
Reporting to the GESI and Safeguarding Lead, the Senior Program Manager - Women in Leadership (WIL) will be responsible for providing overarching program management and operationalising PATH intermediate outcome 1.3 - More women in management roles influencing policy, planning & budgeting of health services in selected provinces.
This outcome focuses on increasing the number of women in management roles influencing policy, planning and budgeting of health services in the selected provinces.
Duties include but not limited to:
· Undertake diagnostic analyses and baseline assessments in the selected provinces to identify key bottlenecks and constraints to the engagement of women in management roles by Provincial Health Authorities (PHA) and other health providers.
· Design strategies, activities and outputs to increase women’s representation, leadership and/or pathways to leadership at the selected PHAs.
· Undertake the activities to enable PHAs to increase the involvement of women in management and leadership roles.
· Work with the Performance and Adaptive Systems Team to assess the effects of changes made.
· Support development, operationalisation and reporting against the GESI strategy across all PATH program activities and operations.
· Develop and maintain working relationships and engagement with key stakeholders, including government (national and provincial) and non-state actors particularly for the WIL program pillar.
· Produce progress reports and report to the GESI and Safeguarding Lead on program progress and implementation issues.
· Monitor budget utilisation, program deliverables, associated risks, issues, gaps and opportunities Coordinate activities, briefings, reports and workshops.
The successful candidate will bring:
· Tertiary qualifications in a related field such as international or community development, public health, social science research, gender equality and social inclusion, monitoring and evaluation, project management or public policy.
· Five years plus experience in international or community development, humanitarian or health-sector programs is required.
· A demonstrated understanding of GESI principles and how they apply in development programming.
· Experience in broad coordination and facilitation internally and capacity building to internal and external stakeholders in GESI.
· Familiarity with organisation-wide aid management and quality assurance systems.
· Excellent analytical and writing skills including the preparation of reports, briefs and policy analysis for a government and key stakeholder audiences.
· Excellent interpersonal, negotiation and relationship management skills with proven results in working with senior leaders, external stakeholders and officials to achieve outcomes.
