Abt Global is seeking a dynamic and highly qualified individual to fill the Security and Fleet Manager role on the PNG-Austrlia Transition t Health (PATH) Program. This full-time role is based in Port Moresby, Papua New Guinea and open to all applicants.

About the Program

Abt PNG Management Services supports five Abt programs based in PNG. This Shared Services Platform supports the following programs with service triaged and prioritise based on risk.

The programs include:

  • Australia PNG Economic Partnership (APEP)
  • Australia PNG Subnational Program (APSP)
  • PNG-Australia Transition to Health (PATH)
  • PNG Partnerships for Improving Education (PIE)
  • PNG Women’s Lead (PNGWL)

The safety and security of Abt personnel in PNG (and where required our counterparts and partners) is of paramount importance. Working collaboratively with the PNG Safety and Security Manager, this role delivers integrated safety and security management for Abt personnel based in Port Moresby and regionally across Papua New Guinea including those undertaking Provincial travel. The position will work closely with Team Leaders and Program Managers responsible for managing grants and procurement.

About the Opportunity

Reporting directly to the Chief Operations Officer, the Security and Fleet Manager works collaboratively with the Safety and Security Manager to ensure the safety and security of all Abt personnel, contractors, partners, and property. The Security and Fleet manager will manage a team to deliver the following:


Safety and Security:

Actively manage the safety and security of all personnel and property during business hours and ensure the level of safety and security is maintained by a contracted private security provider(s) outside of these hours (albeit still being available for critical issues).

The role is jointly responsible for managing security incidents, medical evacuations, and crisis management.

Fleet:

Manage the procurement, maintenance, daily management and disposal of a comprehensive fleet of vehicles across PNG that support personnel to deliver program activities including the transportation of staff. The security and fleet manager is responsible for overseeing the management of the fleet and associated technologies and property for business purposes while ensuring the safety and security of personnel.

The Security and Fleet Manager will:

  • Ensure the security and fleet team work collaboratively with the six programs supporting them to meet their program objectives
  • Work collaboratively with all Shared Services teams
  • Ensure Value for Money (VfM) of security services and daily operations
  • Provide capacity building and support development opportunities across the team
  • Ensure clear and concise communication across safety and security personnel, promoting a “one team” approach
  • Provide timely accurate reporting in all areas of responsibility in line with Abt Global policies and processes.

About You

For applications to be considered, a response to the key selection criteria below must be provided.

Qualifications:

  • Minimum Level 6 Diploma in a Safety and Security discipline or demonstrated equivalent experience
  • Demonstrated experience in Facilities, Logistics, Warehousing, and Inventory Management (or similar)
  • Certificate IV in Frontline Management (or equivalent)
  • Demonstrated experience and competence with formal and informal security training in the Aid and Development context
  • Advanced First Aid
  • Class 3 PNG Drivers Licence or the ability to get one.

Knowledge:

  • Understanding of PNG security context – various actors, infrastructure and resources across PNG
  • Understanding of social, and political context
  • Knowledge of contemporary and technological approaches in security
  • Understanding of the strategic purpose of the Australian PNG Partnership
  • Understanding of Gender Equity, Disability and Social Inclusion (GEDSI) principles and how they might be applied in the safety and security environment.

Skills/Experience:

  • Demonstrated 8 to 10-years’ experience in safety and security management including development and operationalisation of Safety and Security Plans and Crisis Management Plans.
  • Experience operating in Melanesian Pacific context – preferable PNG.
  • Experience working in the international development context and interacting with a broad range of international and national staff preferable
  • Experience in managing and maintaining facilities including vehicle fleets, office spaces and storage.
  • Experience in supply chain management, logistics and asset management, storage and audit functions.
  • Experience in procurement and contract management of security services and fleet/facilities maintenance service providers.
  • Capacity to work in challenging environments with excellent communications skills in a culturally diverse setting.
  • Proven ability to manage emergency situations in a complex environment.
