The Federal Democratic Republic of Ethiopia has received financing from the International Development Association (IDA) toward the cost of the Public Sector Capacity Building Program Support Project (PSCAP), and intends to apply part of the proceeds for Sub-Program 4: Urban Management Capacity Building to hire Academic/Professional and Senior Academic/Profession Staff for Ethiopian Civil Service College.

The Ethiopian Civil Service College is the leading institution in Ethiopia that provides education and training for the country’s civil service at federal, regional and local government levels. Situated in the cosmopolitan capital city Addis Ababa, the ECSC has developed courses at bachelor and masters levels to support the development of urban management professionals responsible for Ethiopia’s 1,000 cities and towns. In addition ECSC has developed or is developing short courses, distance learning, part time and e-learning courses for potential urban managers. The ECSC now wishes to substantial scale up its Masters program for urban management and for this purpose seeks to recruit a number of international experts in various urban management disciplines for the 1st Urban Management Masters course starting in early 2007. The Urban Management Faculty of ECSC has immediate openings for experienced and enthusiastic Academic/Professional and Senior Academic/Profession Staff.
The Ethiopian Civil Service College now invites eligible and qualified professionals with an academic education and experience in one or more of the following areas:
- Regional and urban planning, spatial planning at regional, city and neighborhood levels, integrated development planning, local economic and social development, infrastructure planning, transport planning and traffic management. - Municipal finance, local government financial management and accounting, revenue enhancement. - Public management with particular reference to local government, urban governance, institutional development. - Human resource development with particular reference to local government, personnel systems, career development, staff motivation, and training needs assessment and capacity building. - Urban land management with particular reference to urban land tenure systems, land law, land administration, property valuation, land registration, compulsory acquisition and real estate development. - Urban housing development and management with particular reference to:—Condominium and low cost housing development, building materials technologies, slum upgrading, national housing policies and housing finance. - Urban Infrastructure and services management with particular reference delivery and management of urban roads, drainage, environmental services, sanitation, municipal markets and urban infrastructure financing.
The ideal candidate should possess:
- A master’s degree in an appropriate field from a recognized college or university, a PhD would be an advantage; experience as a teacher of adult professionals; experience in advisory or other professional assignments; ability to work in a close and dynamic team; excellent English language skills both verbal and written; minimum five years of relevant experience.
Salary:* negotiable.
Salary is based on subject specialization, level of specialization, achieved academic rank and individual scholarly merit.
Benefits: the incumbent will be provided a housing allowance and one free air ticket for self, spouse and two children below 18 years per year.
TERMS OF EMPLOYMENT: Contract for two years with possible extension.
