Access to Finance for MSME Expert -East Java and South Sulawesi

Job Description

DevTech is implementing the United States Agency for International Development (USAID) funded Economic Growth Support Activity (EGSA). EGSA supports the government of Indonesia and other stakeholders with (i) evidence-based decision making; (ii) technical assistance to improve GOI capacity in public financial management and related governance; and (iii) capacity building to improve the business enabling environment for foreign and domestic enterprises.

The Consultant will support the Ministry of Cooperatives and SMEs by providing technical assistance for the Center of Integrated Business Service for MSMEs (PLUT – UMKM) in South Sulawesi and East Java. The Consultant will be responsible to: i) improve the technical capacity of PLUT facilitators to guide MSMEs to explore various alternatives for financing; ii) prepare a manual for MSMEs to access financing from non-bank institutions.

REQUIREMENTS

• Expert and updated knowledge on non-banking institution and access to finance for MSMEs
• Experienced working in program to open access to finance for micro and small businesses
• Experienced in providing capacity building on access to finance for micro to small businesses

The Consultant shall carry out the following tasks:

• Participate in planning and coordination meetings with EGSA, Ministry of Cooperatives and SME, Department of Cooperative and SME (Dinas Koperasi), and other stakeholders
• Under the coordination of the Team Leader of MSME Empowerment activity, develop the module and training materials to enhance PLUT facilitators’ capacity to guide MSMEs to access finance from bank and non-bank institutions
• Deliver training for PLUTs in South Sulawesi and East Java
• Prepare comprehensive training completion reports
• Prepare policy recommendations on strategies to enhance the capacity of PLUT to guide MSMEs to explore access to finance
• Conduct a study to explore the financing option by non-bank institution for MSME.
• Under the coordination of the Team Leader, prepare a booklet to guide micro and small business to access financing from non-bank financial institution

• Prepare a monthly progress report outlining activities conducted during the period and link to deliverables in the contract, meetings, output produced, and follow up plan for internal reporting purpose.

• University degree in business, management or development studies.
• Minimum 5 years’ experience in development or banking program to provide access to finance for micro and small businesses
• Excellent communication, presentation and writing skills.
• Prior experience working with government institutions relevant to MSME financing is preferred
• Ability to work independently, with flexibility and deliver results under time pressure.
• Willingness to travel within Indonesia
