Job Description

Proposal Summary:

The purpose of the Partnership Against Corruption (PAC) Activity is to assist the Government of North Macedonia and its oversight institutions to mitigate and address corruption. The activity will support the accountability of public institutions’ performance to improve their effectiveness and transparency in areas such as public services, spending and procurements and reduce vulnerabilities to corruption using digitalization and e-services. The activity will work with national and local level institutions and oversight bodies to improve their coordination through internal procedures, bylaws, exchange of information, self-regulation, develop systematic oversight and follow-on actions, and implement transparency and accountability measures to improve services and citizens trust in institutions. The project is expected to begin February 2023.

Position Summary:

The Accountability and Transparency Expert will lead the design and implementation of initiatives to strengthen the capacity of government oversight institutions to hold service delivery institutions to account and establish / strengthen transparency and accountability mechanisms in service delivery institutions. Note: This position is contingent upon award.

Responsibilities:

  • Provide technical leadership and support to the design and implementation of the overall project activities to enhance institutional accountability and capability to deter corruption, to strengthen institutional accountability and mechanisms to fight corruption, and to build citizen constituency for anti-corruption reforms.
  • Identify and maintain partnerships with North Macedonia organizations and engage counterpart organizations in developing and implementing anti-corruption and accountability policies and mechanisms and monitoring government performance.
  • Develop, in collaboration with stakeholders, strategies to enhance communication on Anti-Corruption reforms.
  • Contribute to designing and managing grant mechanisms to strengthen capacity to support anti-corruption initiatives and provide technical oversight of the grant projects.
  • Lead a team of staff and/or consultants to implement program initiatives.
  • Contribute to project planning, reporting and performance monitoring.

Qualifications:

  • Master’s degree or equivalent in public policy, public administration, economics, law, international relations, political sciences, social sciences or related field.
  • Minimum seven (7) years of demonstrated practical professional experience in designing, implementing and monitoring anti-corruption initiatives.
  • Demonstrated knowledge and experience of implementing effective accountability, transparency, public oversight, and anti-corruption activities, preferably in the Balkan region.
  • Demonstrated successful experience in establishing strong working relationships among governmental and non-governmental institutions.
  • Experience with USAID-funded activities and familiarity with USAID rules, regulations, and policies.
  • Strong analytical and communication skills, including ability to engage stakeholder in dialog, lead formal meetings, design and conduct training, and produce high quality practical analytical reports and knowledge products.
  • Strong managerial/leadership experience and decision-making skills.
  • Strong ability to work in teams; creating an enabling environment, mentoring, and developing partners and colleagues.
  • Fluency in Macedonian or Albanian and working proficiency in English required.
