Job Description

GH-TAMS is seeking candidates for an Acting Infectious Disease Deputy Team Lead/PEPFAR Senior Consultant for a three-month part-time assignment with USAID/ Ethiopia. The consultancy will in Ethiopia at about 63 days of effort. Start date is approximately September 1, 2024.

Background:

USAID/Ethiopia has a diverse health portfolio with an annual budget of approximately $200 million. The Health Office has four technical teams (Family Health, PMI, Health Systems and Resilience, and Infectious Disease [ID]). The twelve person ID team manages a $72 million annual budget that covers USAID’s PEPFAR, tuberculosis (TB), Global Health Security Agenda (GHSA), and Neglected Tropical Diseases (NTDs) programming in Ethiopia.

PEPFAR-Ethiopia (PEPFAR-E) has progressed well towards reaching 95-95-95 targets despite facing a COVID-19 epidemic, armed conflict, the worst drought in 40 years, multiple infectious disease outbreaks, widespread food insecurity, and other humanitarian crises across the country. In Country Operational Plan (COP) 23, PEPFAR-E, in partnership with the Ministry of Health (MOH) and community implementing partners (IPs), will work collaboratively to restore HIV services and bring back the HIV cohort to treatment in conflict affected areas in Afar, Amhara, Benishangul and Gumuz, Oromia, and Tigray. USAID/Ethiopia’s PEPFAR COP23 programming will focus on providing prevention, care, and treatment services at the community level. USAID will also support key population (KP) and orphans and vulnerable children (OVC) programming and work to strengthen Ethiopia’s supply chain and health information systems. Additionally, USAID/Ethiopia is currently in the process of designing six new PEPFAR awards, including five new, 5 year Activities with a total approximate value of $95 million that focus on comprehensive HIV prevention, care, and treatment and orphans and vulnerable children (OVC) programming, which will be implemented by local implementing partners (LIPs), and the design of a new $18 million, 5 year technical assistance (TA) activity.

The ID Team Lead will depart Post at the end of June 2024, and the current Deputy ID Team lead will become the Acting ID Team Lead. The ID team needs an Acting Deputy ID Team Lead to help the Acting ID Team Lead with the majority of his/her time spent (~80%) providing intensive support for PEPFAR programming and designs.

The purpose of this contract is to obtain technical and management support services for ID office coverage and intensive PEPFAR programming and design support.

● Help the Acting ID Team Lead manage all aspects of the ID portfolio including but not limited to Activity management, design, reporting, and representation.

● Provide expert support to the PEPFAR COP process; review PEPFAR programming, analyze data, review program implementation, recommend program priorities and lead interagency discussion during the COP process, as necessary. managing ongoing programming and completing the six new designs currently in process.

Qualifications:

● At least an MPH or equivalent Master’s degree in public health or development.

● At least 15 years of experience working on HIV programming overseas.

● Demonstrated experience working with and providing effective oversight of HIV program management and design teams.

● Strong technical skills in HIV program design and analysis.

● Knowledge of PEPFAR programming, priorities, and initiatives.

● Knowledge of USAID procurement processes and implementation practices.

● Strong written and verbal communication skills.

● Demonstrated negotiation skills, preferably in an interagency environment.

Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
