WSP (formerly Louis Berger) is currently initiating a search for Administration and Finance Manager candidates for the upcoming USAID/Georgia Industry-led Skills Development Program in Georgia. The Program will provide support to Georgia to develop industry-relevant human capacity that will contribute to high-value employment opportunities and increased economic competitiveness in Georgia through 1) Strengthening private sector engagement in skills development; 2) Establishing long and short-term high-quality training programs; and 3) Replicating proven training programs in areas outside of Tbilisi/rural areas. The COP will be based in Tbilisi, Georgia with frequent in-country trips.
Duties and Responsibilities:
The Administration and Finance Manager will be responsible for overseeing all financial accounting and general office services for a high-quality, results-oriented project. S/he will be responsible for maintaining the program’s financial integrity, preparing all financial reports efficiently and in accordance with generally accepted accounting principles, local government regulations, WSP policies and procedures, and donor requirements throughout the life of the project.
The key responsibilities of the Administration and Finance Manager is as follows:
- Manage the accounting, finance and administration components of the program, including the various petty cash funds and field office finance, accounting and administrative activities.
- Ensure consistency with WSP’s standard operating procedures, policies and accounting principles.
- Research and prepare financial and budgetary information for USAID in accordance with USAID’s contractual requirements.
- Process travel expense reports and ensure that outstanding cash advances for travel are reconciled.
- Regularly ensure that program reports are reviewed and checked for data quality; work directly and promptly with relevant parties to correct any inaccuracies.
- Assist Management with monthly/quarterly forecast and annual budget analysis; and ad-hoc management requests relating to ongoing project activities as well as budgets and modification to USAID contact.
- Advise project staff on financial health through the provision of regular and timely financial expenditure reports.
- Develop procedures for monitoring and analyzing project budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending.
- Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations.
- Coordinate and oversee program tendering and procurement activities in country
- Review and approve all vouchers prepared by the finance officer (disbursement, receipt, and general journal vouchers) for expenditures and ensures that expenses are reasonable, allowable and allocable to the project.
- Review and approve field office fund request.
- Oversee payroll procedures for national staff, administer payroll, and monitor employee time keeping. Manage payments of income tax, pension, health, and unemployment benefits to government funds.
- Develop and implement office administrative and personnel systems.
- Maintain financial controls and procedures for the management of funds and sub awards/contracts.
- Liaise with the Chief of Party/Deputy Chief of Party (Operations) to ensure the project needs are being met in terms of accounting, contracts, human resources, IT, and operations.
- Supervise project staff and consultants working on finance and administrative for the project
- Monitor consortium and partners’ management of funds and cross check source documents.
- Maintain financial files and support annual audits.
Reporting - This position reports to the Deputy Chief of Party (Operations).
Minimum Qualifications:
- Bachelor’s degree in accounting, finance, business administration or related field.
- 10 years of experience managing, in increasing roles of responsibility, finance, procurement, contracts management, logistics and/or human resource related matters for international development activities of similar dollar value.
- Demonstrated supervisory experience.
- Experience in managing donor-funded procurements and subcontracts/grants.
- Professionally proficient and fluent in written and spoken English and Georgian.
- Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures.
- Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
Preferred Qualifications:
- Prior service as a USAID Administration and Finance Manager and with projects of comparable scale and complexity strongly preferred.
- Familiarity with USG financial reporting and compliance requirements and USG grant management preferred.
This position is contingent upon WSP being selected for a contract or program we are currently pursing.
