Job Description

Job Summary:

You will provide technical advice, guidance, and support to a wide range of Information Communication Technology for MEAL (ICT4MEAL) activities at a global level in the area of Monitoring, Evaluation, Accountability and Learning (MEAL) in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to regional and Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable. Your technical knowledge, advice and influence will significantly contribute to determining how effective, adaptive and innovative CRS’ ICT4MEAL programming is across the globe.

RESPONSIBILITIES

Roles and Key Responsibilities:

  • Contribute to the design, advocate for, and ensure implementation of agency-wide strategies, standards, tools, and best practices in ICT4MEAL that effectively engage CRS staff and partners.
  • Coordinate with key technology staff to identify and test new data collection, analysis, reporting, and storage technologies for MEAL programming.
  • Provide technical solutions globally, for regional and/or CP teams for strategic planning and how to best apply and adapt program design and implementation standards, best practices, partnership principles, and tools particularly for integration of technologies in MEAL.
  • Provide technical guidance in proposal development and project design with a focus on complex projects to ensure innovative programming solutions and technical excellence.
  • Design and deliver capacity strengthening initiatives in digital data collection and report building using digital technologies globally for staff and partners through helping develop learning and training strategies and agendas/curriculums; organizing and/or facilitating trainings, workshops and conferences; and mentoring and coaching staff in innovative CRS approaches and tools.
  • Provide mentoring and coaching to Technical Advisors, as well as CP and regional staff.
  • Manage and update knowledge base of solutions and their respective materials of the agency technologies through MEAL for collective learning that ensure the documenting, and sharing of key successes, and lessons learned.
  • Represent CRS in targeted regional or global forums to develop opportunities and better ensure collaboration and shared learning in ICT4MEAL.
QUALIFICATIONS
  • Master’s Degree in international development, statistics, global health, or related discipline.
  • Minimum of seven years of work experience in Monitoring, Evaluation, Accountability and Learning with progressive responsibilities, ideally with an international NGO, with three years overseas in multiple regions as a technical advisor and/or program manager of MEAL and/or multi-sectoral project that integrates technologies.
  • Strong understanding and application of technical principles and concepts in ICT4MEAL. Good knowledge of related disciplines to ensure proper cross-sectoral approach.
  • Experience in the development and production of training materials, tools, and other products to support the integration of technologies in CRS programming. Demonstrated experience to transfer knowledge to diverse audiences through training, mentoring, and other formal and informal methods.
  • Experience with program monitoring and evaluation including development of indicators, data collection tools and methodologies, data analysis, and data presentation.
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
  • Proficient in Sharepoint, Power BI and digital data collection tools such as CommCare and RedRose
  • Strong data analysis and report building skills
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications and strong understanding of information and budget management systems and knowledge-sharing networks.
  • Technical and/or academic publications a plus.

Required Languages - English, French and/or Spanish a plus

Travel - Must be willing and able to travel up to 35%.
