About This Role
The Senior Advisor, Resource Mobilization, a member of the Global Resource Mobilization Team, will lead matrixed diverse proposal teams in effective and efficient proposal development processes for high value/highly strategic opportunities funded by foundations, corporations, bilaterals, multilaterals, institutions, and/or innovative financing mechanisms. Opportunities may be single-country, multi-country, regional, or global.
The Senior Advisor will lead and or support in-country and remote capture activities and multi-pronged prepositioning plans to proactively establish relationships and position ChildFund with new funders (particularly innovative financing actors) and partners as well as deepen funding potential with existing funders. The Senior Advisor will also support the strengthening of resource mobilization skills as well as help to drive the development and adoption of improved systems and processes.
Required Experience and Education
- Bachelor’s degree required; Master’s degree in international relations, business administration, or a related field or equivalent combination of education and experience preferred.
- 8-10 years of experience pursuing and winning new multi-million (over $10M highly preferred) US dollar grants with bilaterals (including US DOS, MCC, DFC), multilaterals, foundations, and corporations, as well as directly from a range of local in-country funders.
- Experience with innovative financing and pooled funding mechanisms.
- Demonstrated experience completing successful, in-depth competitor analysis to inform proposal strategies, including win themes.
- At least 5 years of experience conducting and or leading advanced prepositioning and capture activities; with a strong preference for those with experience securing funding from innovative financing mechanisms.
- Experience mobilizing resources for several child-centered sectors (e.g. education, livelihoods, sustainability, protection) strongly preferred.
Primary Responsibilities
- Lead the development and execution of multi-pronged prepositioning plans for a wide range of target donors, working collaboratively across teams to advance efforts to secure funding with new donors and increase funding with existing donors. This includes collaborating closely with Communications colleagues to sync up strategic messaging.
- Proactively identify innovative financing mechanisms aligned with ChildFund strengths, including pooled funds for collective impact, performance-linked models, blended finance models, crowdfunding models, and or mission-aligned enterprises. Position ChildFund to competitively engage these mechanisms and secure funding.
- Support the development and adoption of improved resource mobilization systems and processes (including IT-enabled); proactively identifying when enhancements/improvements need to be made and taking steps to address them with minimal direction.
- Serve as Proposal Manager, leading matrixed, diverse teams to drive efficient and effective proposal development processes for high-value and highly strategic opportunities with foundations, corporations, institutions, and innovative financing mechanisms, to include:
- Developing winning proposal strategies (cost, technical, and co-investment);
- Undertaking in-depth competitive analysis that informs win themes and design;
- Identifying, negotiating, and engaging consortium partners;
- Facilitating swift draft reviews and design inputs with top-notch expertise internal and external to ChildFund;
- Drafting resource mobilization consultant scopes of work and direct inputs in support of proposal development aims;
- Leading writing and/or editing of proposals;
- Leading the development of proposal personnel profiling and support recruitment of candidates.
- Lead and support colleagues in conducting business intelligence research, analysis of funding trends, desk research on emerging opportunities, and the creation of opportunity-specific capability statements/past performance.
- Coach, mentor, and train country office staff, cascading across countries and regions, on ChildFund’s resource mobilizations processes, systems, and best practices, with an aim to strengthen prepositioning and innovative financing pursuit capabilities.
- Routinely and proactively identify opportunities to position ChildFund for innovative or expanded partnerships, effectively representing ChildFund externally with a wide range of audiences.
- Lead after action reviews of proposal development efforts, supporting synthesis of learning across teams.
- Lead pipeline forecasting and analysis of resource mobilization metrics.
- Travel internationally on a regular basis.
- Remain alert and responsive to any safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding Policy.

- The ability to read, speak, and write fluently in English. Proficiency in Spanish or French is highly preferred.

- Demonstrated proficiency with Microsoft Suite of applications for communication and knowledge management, including SharePoint tools.
- Demonstrated representation and networking skills across a wide range of grant funding donors.

- Excellent organizational skills, with the ability to prioritize multiple responsibilities and consistently meet deadlines.
